Paragraph (b) of subsection (24) and paragraph 27 (b) of subsection (66) of section 320.08058, Florida Statutes, 28 are amended, and subsections (84) through (97) are added to that 29 section, to read: 30 320.08058 Specialty license plates.— 31 (24) CONSERVE WILDLIFE LICENSE PLATES.— 32 (b) The proceeds of the Conserve Wildlife license plate 33 annual use fee shall be forwarded to the Wildlife Foundation of 34 Florida, Inc., a citizen support organization created pursuant 35 to s. 379.223. 36 1. Notwithstanding s. 320.08062, up to 10 percent of the 37 proceeds from the annual use fee may be used for marketing the 38 Conserve Wildlife license plate and administrative costs 39 directly related to the management and distribution of the 40 proceeds. 41 2. The remaining proceeds from the annual use fee shall be 42 used for programs and activities of the Fish and Wildlife 43 Conservation Commission whichthatcontribute to the health and 44 well-being of Florida black bears and to provide bear-resistant 45 residential garbage containersother wildlife diversity. 46 (66) IN GOD WE TRUST LICENSE PLATES.— 47 (b) The annual use fees from the plate shall be distributed 48 to the In God We Trust Foundation, Inc., which may use a maximum 49 of 10 percent of the proceeds to offset marketing, 50 administration, and promotion, and which may use the balance of 51 the fees to address the needs of military service members and 52 their spouses and dependents; provide education in public and 53 private schools regarding the historical significance of 54 religion in American and Florida history; provide educational 55 grants in public and private schools; address the needs of 56 public safety employees and their spouses and dependents; and 57 foster self-reliance and stability in Florida’s children and 58 familiesThe license plate annual use fees shall be distributed59to the In God We Trust Foundation, Inc., to fund educational60scholarships for the children of Florida residents who are61members of the United States Armed Forces, the National Guard,62and the United States Armed Forces Reserve and for the children63of public safety employees who have died in the line of duty who64are not covered by existing state law.Funds shall also be65distributed to other s. 501(c)(3) organizations that may apply66for grants and scholarships and to provide educational grants to67public and private schools to promote the historical and68religious significance of American and Florida history. The In69God We Trust Foundation, Inc., shall distribute the license70plate annual use fees in the following manner:711. The In God We Trust Foundation, Inc., shall retain all72revenues from the sale of such plates until all startup costs73for developing and establishing the plate have been recovered.742. Ten percent of the funds received by the In God We Trust75Foundation, Inc., shall be expended for administrative costs,76promotion, and marketing of the license plate directly77associated with the operations of the In God We Trust78Foundation, Inc.793. All remaining funds shall be expended by the In God We80Trust Foundation, Inc., for programs.81 (84) SUN SEA SMILES LICENSE PLATES.— 82 (a) The department shall develop a Sun Sea Smiles license 83 plate as provided in this section and s. 320.08053. The plate 84 must bear the colors and design approved by the department. The 85 word “Florida” must appear at the top of the plate, and the 86 words “Sun Sea Smiles” must appear at the bottom of the plate. 87 (b) The annual use fees from the sale of the plate shall be 88 distributed as follows: 89 1. Thirty-five percent shall be distributed to the Florida 90 Caribbean Charitable Foundation, Inc. Five percent shall be used 91 exclusively for marketing of the Sun Sea Smiles license plate. 92 Up to 5 percent of this amount may be used for administrative 93 expenses, and the remainder shall be used as follows: 94 a. Sixty percent shall be used for a college scholarship 95 program. 96 b. Fifteen percent shall be used to promote health and 97 wellness among Florida residents of Caribbean descent. 98 c. Twenty-five percent shall be used to promote awareness 99 of Caribbean culture within the state. 100 2. Twenty percent shall be distributed to the American 101 Friends of Jamaica, Inc., a charitable, nonprofit organization 102 under s. 501(c)(3) of the Internal Revenue Code registered with 103 the Department of Agriculture and Consumer Services and 104 incorporated in New York, for grants to promote social and 105 community development among Florida residents. Up to 5 percent 106 of this amount may be used for administrative and marketing 107 expenses. 108 3. Ten percent shall be distributed to Sant La Haitian 109 Neighborhood Center, Inc., to promote social and community 110 development. Up to 5 percent of this amount may be used for 111 administrative expenses. 112 4. Ten percent shall be distributed to Fanm Ayisyen nan 113 Miyami, Inc., to promote social and community development. Up to 114 5 percent of this amount may be used for administrative 115 expenses. 116 5. Twenty percent shall be distributed to Greater Caribbean 117 American Cultural Coalition, Inc., to promote awareness of 118 Caribbean culture within the state. Up to 5 percent of this 119 amount may be used for administrative expenses. 120 6. Five percent shall be distributed to Little Haiti 121 Optimist Foundation, Inc., to promote awareness of Caribbean 122 culture and youth development within the state. Up to 5 percent 123 of this amount may be used for administrative expenses. 124 (85) SUPPORT SPECIAL NEEDS KIDS LICENSE PLATES.— 125 (a) The department shall develop a Support Special Needs 126 Kids license plate as provided in this section and s. 320.08053. 127 The word “Florida” must appear at the top of the plate, and the 128 words “Support Special Needs Kids” must appear at the bottom of 129 the plate. 130 (b) The annual use fees from the sale of the plate shall be 131 distributed to the Dan Marino Foundation, Inc., which: 132 1. May use a maximum of 10 percent of the proceeds to 133 promote and market the Support Special Needs Kids license plate. 134 2. Shall invest and reinvest the remainder of the proceeds 135 and use the interest thereon to assist Floridians with 136 developmental and intellectual disabilities by funding 137 scholarships, assisting with job placement, and promoting 138 education, independence, and awareness. 139 (86) AMERICA THE BEAUTIFUL LICENSE PLATES.— 140 (a) The department shall develop an America the Beautiful 141 license plate as provided in this section and s. 320.08053. The 142 word “Florida” must appear at the top of the plate, and the 143 words “America the Beautiful” must appear at the bottom of the 144 plate. 145 (b) The annual use fees from the sale of the plate shall be 146 distributed to the America the Beautiful Fund, which may use a 147 maximum of 10 percent of the proceeds to offset administrative 148 costs of the organization and to market and promote the plate, 149 and the remainder of the proceeds for programs in support of 150 military service members and their families and advancing self 151 sufficiency in children and families; educational scholarships; 152 and land and wildlife conservation to ensure sustained and 153 equitable benefit to people, animals, and wildlife. 154 (87) TEAM HAMMY LICENSE PLATES.— 155 (a) The department shall develop a Team Hammy license plate 156 as provided in this section and s. 320.08053. Team Hammy license 157 plates must bear the colors and design approved by the 158 department. The word “Florida” must appear at the top of the 159 plate, and the words “Team Hammy” must appear at the bottom of 160 the plate. 161 (b) The license plate annual use fees shall be distributed 162 to Team Hammy, Inc., a Florida nonprofit corporation, which may 163 use up to 10 percent of such fees for administrative costs and 164 marketing of the plate. The balance of the fees shall be used by 165 Team Hammy, Inc., to grant wishes to families living with 166 amyotrophic lateral sclerosis (ALS), to provide continuing 167 education on ALS to caregivers and physicians, and to increase 168 awareness of ALS in the community. 169 (88) NATIONAL PAN-HELLENIC COUNCIL SORORITY OR FRATERNITY 170 LICENSE PLATES.—The department shall develop a National Pan 171 Hellenic Council Sorority or Fraternity license plate as 172 provided in this section and s. 320.08053 for each of the 173 sororities and fraternities specified in this subsection. 174 National Pan-Hellenic Council Sorority or Fraternity license 175 plates must bear the colors and design approved by the 176 department. The word “Florida” must appear at the top of the 177 plate, and the name of the respective sorority or fraternity 178 must appear at the bottom of the plate. 179 (a) Alpha Phi Alpha Fraternity, Inc.—The annual use fees 180 from the sale of the plate shall be distributed as follows: 181 1. Ten percent shall be distributed to the Florida 182 Federation of Alpha Chapters, a charitable, nonprofit 183 organization under s. 501(c)(3) of the Internal Revenue Code, 184 and used solely for marketing of the Alpha Phi Alpha Fraternity, 185 Inc., license plate. 186 2. Eighty-five percent shall be distributed to the Florida 187 Federation of Alpha Chapters and used to promote community 188 awareness and action through educational, economic, and cultural 189 service activities. 190 3. Five percent shall be distributed to the United Negro 191 College Fund to be used for college scholarships for Florida 192 residents attending historically black colleges and 193 universities. 194 (b) Omega Psi Phi Fraternity, Inc.—The annual use fees from 195 the sale of the plate shall be distributed as follows: 196 1. Ten percent shall be distributed to the State of Florida 197 Omega Friendship Foundation, Inc., a charitable, nonprofit 198 organization under s. 501(c)(3) of the Internal Revenue Code, 199 and used solely for marketing of the Omega Psi Phi Fraternity, 200 Inc., license plate. 201 2. Eighty-five percent shall be distributed to the State of 202 Florida Omega Friendship Foundation, Inc., and used to promote 203 community awareness and action through educational, economic, 204 and cultural service activities. 205 3. Five percent shall be distributed to the United Negro 206 College Fund to be used for college scholarships for Florida 207 residents attending historically black colleges and 208 universities. 209 (c) Kappa Alpha Psi Fraternity, Inc.—The annual use fees 210 from the sale of the plate shall be distributed as follows: 211 1. Ten percent shall be distributed to the Southern 212 Province of Kappa Alpha Psi Foundation, Inc., a charitable, 213 nonprofit organization under s. 501(c)(3) of the Internal 214 Revenue Code, and used solely for marketing of the Kappa Alpha 215 Psi Fraternity, Inc., license plate. 216 2. Eighty-five percent shall be distributed to the Southern 217 Province of Kappa Alpha Psi Foundation, Inc., and used to 218 promote community awareness and action through educational, 219 economic, and cultural service activities. 220 3. Five percent shall be distributed to the United Negro 221 College Fund to be used for college scholarships for Florida 222 residents attending historically black colleges and 223 universities. 224 (d) Phi Beta Sigma Fraternity, Inc.—The annual use fees 225 from the sale of the plate shall be distributed as follows: 226 1. Ten percent shall be distributed to TMB Charitable 227 Foundation, Inc., a charitable, nonprofit organization under s. 228 501(c)(3) of the Internal Revenue Code, and used solely for 229 marketing of the Phi Beta Sigma Fraternity, Inc., license plate. 230 2. Eighty-five percent shall be distributed to TMB 231 Charitable Foundation, Inc., and used to promote community 232 awareness and action through educational, economic, and cultural 233 service activities. 234 3. Five percent shall be distributed to the United Negro 235 College Fund to be used for college scholarships for Florida 236 residents attending historically black colleges and 237 universities. 238 (e) Zeta Phi Beta Sorority, Inc.—The annual use fees from 239 the sale of the plate shall be distributed as follows: 240 1. Ten percent shall be distributed to Florida Pearls, 241 Inc., a charitable, nonprofit organization under s. 501(c)(3) of 242 the Internal Revenue Code, and used solely for marketing of the 243 Zeta Phi Beta Sorority, Inc., license plate. 244 2. Eighty-five percent shall be distributed to Florida 245 Pearls, Inc., and used to promote community awareness and action 246 through educational, economic, and cultural service activities. 247 3. Five percent shall be distributed to the United Negro 248 College Fund to be used for college scholarships for Florida 249 residents attending historically black colleges and 250 universities. 251 (f) Delta Sigma Theta Sorority, Inc.—The annual use fees 252 from the sale of the plate shall be distributed as follows: 253 1. Ten percent shall be distributed to the Delta Research 254 and Educational Foundation, a charitable, nonprofit organization 255 under s. 501(c)(3) of the Internal Revenue Code, and used solely 256 for marketing of the Delta Sigma Theta Sorority, Inc., license 257 plate. 258 2. Eighty-five percent shall be distributed to the Delta 259 Research and Educational Foundation and used to promote 260 community awareness and action through educational, economic, 261 and cultural service activities. 262 3. Five percent shall be distributed to the United Negro 263 College Fund to be used for college scholarships for Florida 264 residents attending historically black colleges and 265 universities. 266 (g) Alpha Kappa Alpha Sorority, Inc.—The annual use fees 267 from the sale of the plate shall be distributed as follows: 268 1. Ten percent shall be distributed to the Alpha Kappa 269 Alpha Educational Advancement Foundation, Inc., a charitable, 270 nonprofit organization under s. 501(c)(3) of the Internal 271 Revenue Code, and used solely for marketing of the Alpha Kappa 272 Alpha Sorority, Inc., license plate. 273 2. Eighty-five percent shall be distributed to Alpha Kappa 274 Alpha Educational Advancement Foundation, Inc., and used to 275 promote community awareness and action through educational, 276 economic, and cultural service activities. 277 3. Five percent shall be distributed to the United Negro 278 College Fund to be used for college scholarships for Florida 279 residents attending historically black colleges and 280 universities. 281 (h) Sigma Gamma Rho Sorority, Inc.—The annual use fees from 282 the sale of the plate shall be distributed as follows: 283 1. Ten percent shall be distributed to the Sigma Gamma Rho 284 Sorority National Education Fund, Inc., a charitable, nonprofit 285 organization under s. 501(c)(3) of the Internal Revenue Code, 286 and used solely for marketing of the Sigma Gamma Rho Sorority, 287 Inc., license plate. 288 2. Eighty-five percent shall be distributed to the Sigma 289 Gamma Rho Sorority National Education Fund, Inc., and used to 290 promote community awareness and action through educational, 291 economic, and cultural service activities. 292 3. Five percent shall be distributed to the United Negro 293 College Fund to be used for college scholarships for Florida 294 residents attending historically black colleges and 295 universities. 296 (89) VISION FOR EXCELLENCE LICENSE PLATES.— 297 (a) The department shall develop a Vision For Excellence 298 license plate as provided in this section and s. 320.08053. The 299 plate must bear the colors and design approved by the 300 department. The word “Florida” must appear at the top of the 301 plate, and the words “Vision For Excellence” must appear at the 302 bottom of the plate. 303 (b) The annual use fees from the sale of such plates shall 304 be distributed to Vision For Excellence, Inc., which shall 305 retain all such proceeds until all startup costs for developing 306 and establishing the plates have been recovered. Thereafter, the 307 proceeds shall be used by Vision For Excellence, Inc., for 308 direct support of programs, services, and activities provided to 309 children who participate in Vision For Excellence, Inc., youth 310 development programs. Up to 10 percent of the annual use fee 311 revenue may be used for promotion and marketing of the specialty 312 license plate, and up to 10 percent of the annual fee revenue 313 may be used for administrative costs directly associated with 314 the programs. 315 (90) GO BOATING LICENSE PLATES.— 316 (a) The department shall develop a Go Boating license plate 317 as provided in this section and s. 320.08053. The plate must 318 bear the colors and design approved by the department. The word 319 “Florida” must appear at the top of the plate, and the words “Go 320 Boating” must appear at the bottom of the plate. 321 (b) The annual use fees from the sale of the plate shall be 322 distributed to Eckerd College to fund the Eckerd College Search 323 and Rescue Team, which provides 24-hour assistance to the Tampa 324 Bay boating community. Up to 10 percent of the funds distributed 325 may be used by the Eckerd College Search and Rescue Team for 326 continuing promotion and marketing of the license plate. The 327 remainder of the funds must be used to acquire boats and other 328 equipment or for operational expenses not prohibited by s. 329 320.08056(10). 330 (91) PADDLE FLORIDA LICENSE PLATES.— 331 (a) The department shall develop a Paddle Florida license 332 plate as provided in this section and s. 320.08053. The word 333 “Florida” must appear at the top of the plate, and words that 334 are approved by the department must appear at the bottom of the 335 plate. 336 (b) The annual use fees from the sale of the plate shall be 337 distributed to Paddle Florida, Inc., which may use up to 10 338 percent of the proceeds for administrative costs and marketing 339 of the plate. The balance of the annual use fees shall be used 340 by the Florida Forever program to support activities that 341 further outdoor recreation and natural resource protection. 342 (92) I STAND WITH ISRAEL LICENSE PLATES.— 343 (a) The department shall develop an I Stand With Israel 344 license plate as provided in s. 320.08053 and this section. The 345 plate must bear the colors and design approved by the 346 department. The word “Florida” must appear at the top of the 347 plate, and the words “I Stand With Israel” must appear at the 348 bottom of the plate. 349 (b) Annual use fees from the sale of such plates shall be 350 distributed to I Stand with Israel, Inc., which shall retain all 351 such proceeds until all startup costs for developing and 352 establishing the plate have been recovered. Thereafter, I Stand 353 with Israel, Inc., may use up to 10 percent of the proceeds for 354 marketing and promotion of the plate and up to 10 percent of the 355 proceeds for administrative costs directly associated with its 356 programs. The remainder of the proceeds shall be used for the 357 direct support of the Israeli Youth Program to send Florida 358 university students between the ages of 18 and 26 of all 359 religions and the program chaperones to Israel. 360 (93) SAVE OUR SHORES FLORIDA LICENSE PLATES.— 361 (a) The department shall develop a Save Our Shores Florida 362 license plate as provided in s. 320.08053 and this section. The 363 plate must bear the colors and design approved by the 364 department. The word “Florida” must appear at the top of the 365 plate, and the words “Save Our Shores” must appear at the bottom 366 of the plate. 367 (b) The annual use fees shall be distributed to Adore the 368 Shores, Inc., which may use the proceeds as follows: 369 1. A maximum of 15 percent may be used for administrative 370 costs of the organization. 371 2. A maximum of 10 percent may be used for promotion and 372 the marketing costs of the license plate program. 373 3. The remainder shall be used to fund activities, 374 programs, and projects that provide for cleanup activities on 375 the beaches of this state following natural or manmade 376 occurrences that threaten the pristine nature of the beaches of 377 this state and for any other legal purpose as allowed by the 378 Internal Revenue Code. 379 (94) FURRY FRIENDS LICENSE PLATES.— 380 (a) The department shall develop a Furry Friends license 381 plate as provided in s. 320.08053 and this section upon 382 application by Furry Friends of Florida, Inc. The word “Florida” 383 must appear at the top of the plate, and words approved by the 384 department must appear at the bottom of the plate. 385 (b) The annual use fees shall be distributed monthly to 386 Furry Friends of Florida, Inc., which may use up to 15 percent 387 of such revenue for administrative, handling, and disbursement 388 expenses and up to 10 percent for promotion, advertising, and 389 marketing costs. The balance of the fees shall be used by Furry 390 Friends of Florida, Inc., for activities, programs, and 391 projects, including, but not limited to, pet rescue, animal 392 shelters, pet vaccinations, veterinary services, and service 393 animals. 394 (95) ORLANDO CITY SOCCER CLUB LICENSE PLATES.—The 395 department shall develop an Orlando City Soccer Club license 396 plate as provided in subsection (9). 397 (96) SUPPORT OUR CONSTITUTION LICENSE PLATE.— 398 (a) The department shall develop a Support Our Constitution 399 license plate as provided in this section and s. 320.08053. 400 Support Our Constitution license plates must bear the colors and 401 design approved by the department. The word “Florida” must 402 appear at the top of the plate, and the words “Support Our 403 Constitution” must appear at the bottom of the plate. 404 (b) The annual use fees shall be distributed to The 405 Constitution Foundation, Inc., which may retain all proceeds 406 from the annual use fees until the startup costs for developing 407 and issuing the license plates have been recovered. Thereafter, 408 The Constitution Foundation, Inc., shall use the proceeds as 409 follows: 410 1. A maximum of 15 percent may be used for administrative 411 costs of the organization. 412 2. A maximum of 10 percent may be used for promotion and 413 the marketing costs of the license plate. 414 3. The remainder shall be used to fund the activities, 415 programs, projects, and mission of The Constitution Foundation, 416 Inc., to increase awareness and understanding of the United 417 States Constitution in Florida’s public schools, recruit and 418 train school leaders to make presentations in each school 419 district, and provide to each student, at no charge, learning 420 materials and a pocket Constitution. 421 (97) JACKSONVILLE ARMADA FOOTBALL CLUB LICENSE PLATES.—The 422 department shall develop a Jacksonville Armada Football Club 423 license plate as provided in subsection (9).
