    8         (4) The following license plate annual use fees shall be
    9  collected for the appropriate specialty license plates:

   27         Section 2. Paragraph (b) of subsection (24) and paragraph
   28  (b) of subsection (66) of section 320.08058, Florida Statutes,
   29  are amended, and subsections (84) through (99) are added to that
   30  section, to read:
   31         320.08058 Specialty license plates.—
   32         (24) CONSERVE WILDLIFE LICENSE PLATES.—
   33         (b) The proceeds of the Conserve Wildlife license plate
   34  annual use fee shall be forwarded to the Wildlife Foundation of
   35  Florida, Inc., a citizen support organization created pursuant
   36  to s. 379.223.
   37         1. Notwithstanding s. 320.08062, up to 10 percent of the
   38  proceeds from the annual use fee may be used for marketing the
   39  Conserve Wildlife license plate and administrative costs
   40  directly related to the management and distribution of the
   41  proceeds.
   42         2. The remaining proceeds from the annual use fee shall be
   43  used for programs and activities of the Fish and Wildlife
   44  Conservation Commission which that contribute to the health and
   45  well-being of Florida black bears and to provide bear-resistant
   46  residential garbage containers other wildlife diversity.
   47         (66) IN GOD WE TRUST LICENSE PLATES.—
   48         (b) The annual use fees from the plate shall be distributed
   49  to the In God We Trust Foundation, Inc., which may use a maximum
   50  of 10 percent of the proceeds to offset marketing,
   51  administration, and promotion, and which may use the balance of
   52  the fees to address the needs of military service members and
   53  their spouses and dependents; provide education in public and
   54  private schools regarding the historical significance of
   55  religion in American and Florida history; provide educational
   56  grants in public and private schools; address the needs of
   57  public safety employees and their spouses and dependents; and
   58  foster self-reliance and stability in Florida’s children and
   59  families The license plate annual use fees shall be distributed
   60  to the In God We Trust Foundation, Inc., to fund educational
   61  scholarships for the children of Florida residents who are
   62  members of the United States Armed Forces, the National Guard,
   63  and the United States Armed Forces Reserve and for the children
   64  of public safety employees who have died in the line of duty who
   65  are not covered by existing state law. Funds shall also be
   66  distributed to other s. 501(c)(3) organizations that may apply
   67  for grants and scholarships and to provide educational grants to
   68  public and private schools to promote the historical and
   69  religious significance of American and Florida history. The In
   70  God We Trust Foundation, Inc., shall distribute the license
   71  plate annual use fees in the following manner:
   72         1. The In God We Trust Foundation, Inc., shall retain all
   73  revenues from the sale of such plates until all startup costs
   74  for developing and establishing the plate have been recovered.
   75         2. Ten percent of the funds received by the In God We Trust
   76  Foundation, Inc., shall be expended for administrative costs,
   77  promotion, and marketing of the license plate directly
   78  associated with the operations of the In God We Trust
   79  Foundation, Inc.
   80         3. All remaining funds shall be expended by the In God We
   81  Trust Foundation, Inc., for programs.
   82         (84) SUN SEA SMILES LICENSE PLATES.—
   83         (a) The department shall develop a Sun Sea Smiles license
   84  plate as provided in this section and s. 320.08053. The plate
   85  must bear the colors and design approved by the department. The
   86  word “Florida” must appear at the top of the plate, and the
   87  words “Sun Sea Smiles” must appear at the bottom of the plate.
   88         (b) The annual use fees from the sale of the plate shall be
   89  distributed as follows:
   90         1. Thirty-five percent shall be distributed to the Florida
   91  Caribbean Charitable Foundation, Inc. Five percent shall be used
   92  exclusively for marketing of the Sun Sea Smiles license plate.
   93  Up to 5 percent of this amount may be used for administrative
   94  expenses, and the remainder shall be used as follows:
   95         a. Sixty percent shall be used for a college scholarship
   96  program.
   97         b. Fifteen percent shall be used to promote health and
   98  wellness among Florida residents of Caribbean descent.
   99         c. Twenty-five percent shall be used to promote awareness
  100  of Caribbean culture within the state.
  101         2. Twenty percent shall be distributed to the American
  102  Friends of Jamaica, Inc., a charitable, nonprofit organization
  103  under s. 501(c)(3) of the Internal Revenue Code registered with
  104  the Department of Agriculture and Consumer Services and
  105  incorporated in New York, for grants to promote social and
  106  community development among Florida residents. Up to 5 percent
  107  of this amount may be used for administrative and marketing
  108  expenses.
  109         3. Ten percent shall be distributed to Sant La Haitian
  110  Neighborhood Center, Inc., to promote social and community
  111  development. Up to 5 percent of this amount may be used for
  112  administrative expenses.
  113         4. Ten percent shall be distributed to Fanm Ayisyen nan
  114  Miyami, Inc., to promote social and community development. Up to
  115  5 percent of this amount may be used for administrative
  116  expenses.
  117         5. Twenty percent shall be distributed to Greater Caribbean
  118  American Cultural Coalition, Inc., to promote awareness of
  119  Caribbean culture within the state. Up to 5 percent of this
  120  amount may be used for administrative expenses.
  121         6. Five percent shall be distributed to Little Haiti
  122  Optimist Foundation, Inc., to promote awareness of Caribbean
  123  culture and youth development within the state. Up to 5 percent
  124  of this amount may be used for administrative expenses.
  125         (85) SUPPORT SPECIAL NEEDS KIDS LICENSE PLATES.—
  126         (a) The department shall develop a Support Special Needs
  127  Kids license plate as provided in this section and s. 320.08053.
  128  The word “Florida” must appear at the top of the plate, and the
  129  words “Support Special Needs Kids” must appear at the bottom of
  130  the plate.
  131         (b) The annual use fees from the sale of the plate shall be
  132  distributed to the Dan Marino Foundation, Inc., which:
  133         1. May use a maximum of 10 percent of the proceeds to
  134  promote and market the Support Special Needs Kids license plate.
  135         2. Shall invest and reinvest the remainder of the proceeds
  136  and use the interest thereon to assist Floridians with
  137  developmental and intellectual disabilities by funding
  138  scholarships, assisting with job placement, and promoting
  139  education, independence, and awareness.
  140         (86) AMERICA THE BEAUTIFUL LICENSE PLATES.—
  141         (a) The department shall develop an America the Beautiful
  142  license plate as provided in this section and s. 320.08053. The
  143  word “Florida” must appear at the top of the plate, and the
  144  words “America the Beautiful” must appear at the bottom of the
  145  plate.
  146         (b) The annual use fees from the sale of the plate shall be
  147  distributed to the America the Beautiful Fund, which may use a
  148  maximum of 10 percent of the proceeds to offset administrative
  149  costs of the organization and to market and promote the plate,
  150  and the remainder of the proceeds for programs in support of
  151  military service members and their families and advancing self
  152  sufficiency in children and families; educational scholarships;
  153  and land and wildlife conservation to ensure sustained and
  154  equitable benefit to people, animals, and wildlife.
  155         (87) TEAM HAMMY LICENSE PLATES.—
  156         (a) The department shall develop a Team Hammy license plate
  157  as provided in this section and s. 320.08053. Team Hammy license
  158  plates must bear the colors and design approved by the
  159  department. The word “Florida” must appear at the top of the
  160  plate, and the words “Team Hammy” must appear at the bottom of
  161  the plate.
  162         (b) The license plate annual use fees shall be distributed
  163  to Team Hammy, Inc., a Florida nonprofit corporation, which may
  164  use up to 10 percent of such fees for administrative costs and
  165  marketing of the plate. The balance of the fees shall be used by
  166  Team Hammy, Inc., to grant wishes to families living with
  167  amyotrophic lateral sclerosis (ALS), to provide continuing
  168  education on ALS to caregivers and physicians, and to increase
  169  awareness of ALS in the community.
  170         (88) NATIONAL PAN-HELLENIC COUNCIL SORORITY OR FRATERNITY
  171  LICENSE PLATES.—The department shall develop a National Pan
  172  Hellenic Council Sorority or Fraternity license plate as
  173  provided in this section and s. 320.08053 for each of the
  174  sororities and fraternities specified in this subsection.
  175  National Pan-Hellenic Council Sorority or Fraternity license
  176  plates must bear the colors and design approved by the
  177  department. The word “Florida” must appear at the top of the
  178  plate, and the name of the respective sorority or fraternity
  179  must appear at the bottom of the plate.
  180         (a) Alpha Phi Alpha Fraternity, Inc.—The annual use fees
  181  from the sale of the plate shall be distributed as follows:
  182         1. Ten percent shall be distributed to the Florida
  183  Federation of Alpha Chapters, a charitable, nonprofit
  184  organization under s. 501(c)(3) of the Internal Revenue Code,
  185  and used solely for marketing of the Alpha Phi Alpha Fraternity,
  186  Inc., license plate.
  187         2. Eighty-five percent shall be distributed to the Florida
  188  Federation of Alpha Chapters and used to promote community
  189  awareness and action through educational, economic, and cultural
  190  service activities.
  191         3. Five percent shall be distributed to the United Negro
  192  College Fund to be used for college scholarships for Florida
  193  residents attending historically black colleges and
  194  universities.
  195         (b) Omega Psi Phi Fraternity, Inc.—The annual use fees from
  196  the sale of the plate shall be distributed as follows:
  197         1. Ten percent shall be distributed to the State of Florida
  198  Omega Friendship Foundation, Inc., a charitable, nonprofit
  199  organization under s. 501(c)(3) of the Internal Revenue Code,
  200  and used solely for marketing of the Omega Psi Phi Fraternity,
  201  Inc., license plate.
  202         2. Eighty-five percent shall be distributed to the State of
  203  Florida Omega Friendship Foundation, Inc., and used to promote
  204  community awareness and action through educational, economic,
  205  and cultural service activities.
  206         3. Five percent shall be distributed to the United Negro
  207  College Fund to be used for college scholarships for Florida
  208  residents attending historically black colleges and
  209  universities.
  210         (c) Kappa Alpha Psi Fraternity, Inc.—The annual use fees
  211  from the sale of the plate shall be distributed as follows:
  212         1. Ten percent shall be distributed to the Southern
  213  Province of Kappa Alpha Psi Foundation, Inc., a charitable,
  214  nonprofit organization under s. 501(c)(3) of the Internal
  215  Revenue Code, and used solely for marketing of the Kappa Alpha
  216  Psi Fraternity, Inc., license plate.
  217         2.Eighty-five percent shall be distributed to the Southern
  218  Province of Kappa Alpha Psi Foundation, Inc., and used to
  219  promote community awareness and action through educational,
  220  economic, and cultural service activities.
  221         3. Five percent shall be distributed to the United Negro
  222  College Fund to be used for college scholarships for Florida
  223  residents attending historically black colleges and
  224  universities.
  225         (d) Phi Beta Sigma Fraternity, Inc.—The annual use fees
  226  from the sale of the plate shall be distributed as follows:
  227         1. Ten percent shall be distributed to TMB Charitable
  228  Foundation, Inc., a charitable, nonprofit organization under s.
  229  501(c)(3) of the Internal Revenue Code, and used solely for
  230  marketing of the Phi Beta Sigma Fraternity, Inc., license plate.
  231         2. Eighty-five percent shall be distributed to TMB
  232  Charitable Foundation, Inc., and used to promote community
  233  awareness and action through educational, economic, and cultural
  234  service activities.
  235         3. Five percent shall be distributed to the United Negro
  236  College Fund to be used for college scholarships for Florida
  237  residents attending historically black colleges and
  238  universities.
  239         (e) Zeta Phi Beta Sorority, Inc.—The annual use fees from
  240  the sale of the plate shall be distributed as follows:
  241         1. Ten percent shall be distributed to Florida Pearls,
  242  Inc., a charitable, nonprofit organization under s. 501(c)(3) of
  243  the Internal Revenue Code, and used solely for marketing of the
  244  Zeta Phi Beta Sorority, Inc., license plate.
  245         2. Eighty-five percent shall be distributed to Florida
  246  Pearls, Inc., and used to promote community awareness and action
  247  through educational, economic, and cultural service activities.
  248         3. Five percent shall be distributed to the United Negro
  249  College Fund to be used for college scholarships for Florida
  250  residents attending historically black colleges and
  251  universities.
  252         (f) Delta Sigma Theta Sorority, Inc.—The annual use fees
  253  from the sale of the plate shall be distributed as follows:
  254         1. Ten percent shall be distributed to the Delta Research
  255  and Educational Foundation, a charitable, nonprofit organization
  256  under s. 501(c)(3) of the Internal Revenue Code, and used solely
  257  for marketing of the Delta Sigma Theta Sorority, Inc., license
  258  plate.
  259         2. Eighty-five percent shall be distributed to the Delta
  260  Research and Educational Foundation and used to promote
  261  community awareness and action through educational, economic,
  262  and cultural service activities.
  263         3. Five percent shall be distributed to the United Negro
  264  College Fund to be used for college scholarships for Florida
  265  residents attending historically black colleges and
  266  universities.
  267         (g) Alpha Kappa Alpha Sorority, Inc.—The annual use fees
  268  from the sale of the plate shall be distributed as follows:
  269         1. Ten percent shall be distributed to the Alpha Kappa
  270  Alpha Educational Advancement Foundation, Inc., a charitable,
  271  nonprofit organization under s. 501(c)(3) of the Internal
  272  Revenue Code, and used solely for marketing of the Alpha Kappa
  273  Alpha Sorority, Inc., license plate.
  274         2. Eighty-five percent shall be distributed to Alpha Kappa
  275  Alpha Educational Advancement Foundation, Inc., and used to
  276  promote community awareness and action through educational,
  277  economic, and cultural service activities.
  278         3. Five percent shall be distributed to the United Negro
  279  College Fund to be used for college scholarships for Florida
  280  residents attending historically black colleges and
  281  universities.
  282         (h) Sigma Gamma Rho Sorority, Inc.—The annual use fees from
  283  the sale of the plate shall be distributed as follows:
  284         1. Ten percent shall be distributed to the Sigma Gamma Rho
  285  Sorority National Education Fund, Inc., a charitable, nonprofit
  286  organization under s. 501(c)(3) of the Internal Revenue Code,
  287  and used solely for marketing of the Sigma Gamma Rho Sorority,
  288  Inc., license plate.
  289         2. Eighty-five percent shall be distributed to the Sigma
  290  Gamma Rho Sorority National Education Fund, Inc., and used to
  291  promote community awareness and action through educational,
  292  economic, and cultural service activities.
  293         3. Five percent shall be distributed to the United Negro
  294  College Fund to be used for college scholarships for Florida
  295  residents attending historically black colleges and
  296  universities.
  297         (89) VISION FOR EXCELLENCE LICENSE PLATES.—
  298         (a) The department shall develop a Vision For Excellence
  299  license plate as provided in this section and s. 320.08053. The
  300  plate must bear the colors and design approved by the
  301  department. The word “Florida” must appear at the top of the
  302  plate, and the words “Vision For Excellence” must appear at the
  303  bottom of the plate.
  304         (b) The annual use fees from the sale of such plates shall
  305  be distributed to Vision For Excellence, Inc., which shall
  306  retain all such proceeds until all startup costs for developing
  307  and establishing the plates have been recovered. Thereafter, the
  308  proceeds shall be used by Vision For Excellence, Inc., for
  309  direct support of programs, services, and activities provided to
  310  children who participate in Vision For Excellence, Inc., youth
  311  development programs. Up to 10 percent of the annual use fee
  312  revenue may be used for promotion and marketing of the specialty
  313  license plate, and up to 10 percent of the annual fee revenue
  314  may be used for administrative costs directly associated with
  315  the programs.
  316         (90) GO BOATING LICENSE PLATES.—
  317         (a) The department shall develop a Go Boating license plate
  318  as provided in this section and s. 320.08053. The plate must
  319  bear the colors and design approved by the department. The word
  320  “Florida” must appear at the top of the plate, and the words “Go
  321  Boating” must appear at the bottom of the plate.
  322         (b) The annual use fees from the sale of the plate shall be
  323  distributed to Eckerd College to fund the Eckerd College Search
  324  and Rescue Team, which provides 24-hour assistance to the Tampa
  325  Bay boating community. Up to 10 percent of the funds distributed
  326  may be used by the Eckerd College Search and Rescue Team for
  327  continuing promotion and marketing of the license plate. The
  328  remainder of the funds must be used to acquire boats and other
  329  equipment or for operational expenses not prohibited by s.
  330  320.08056(10).
  331         (91) PADDLE FLORIDA LICENSE PLATES.—
  332         (a) The department shall develop a Paddle Florida license
  333  plate as provided in this section and s. 320.08053. The word
  334  “Florida” must appear at the top of the plate, and words that
  335  are approved by the department must appear at the bottom of the
  336  plate.
  337         (b) The annual use fees from the sale of the plate shall be
  338  distributed to Paddle Florida, Inc., which may use up to 10
  339  percent of the proceeds for administrative costs and marketing
  340  of the plate. The balance of the annual use fees shall be used
  341  by the Florida Forever program to support activities that
  342  further outdoor recreation and natural resource protection.
  343         (92)I STAND WITH ISRAEL LICENSE PLATES.—
  344         (a)The department shall develop an I Stand With Israel
  345  license plate as provided in s. 320.08053 and this section. The
  346  plate must bear the colors and design approved by the
  347  department. The word “Florida” must appear at the top of the
  348  plate, and the words “I Stand With Israel” must appear at the
  349  bottom of the plate.
  350         (b)Annual use fees from the sale of such plates shall be
  351  distributed to I Stand with Israel, Inc., which shall retain all
  352  such proceeds until all startup costs for developing and
  353  establishing the plate have been recovered. Thereafter, I Stand
  354  with Israel, Inc., may use up to 10 percent of the proceeds for
  355  marketing and promotion of the plate and up to 10 percent of the
  356  proceeds for administrative costs directly associated with its
  357  programs. The remainder of the proceeds shall be used for the
  358  direct support of the Israeli Youth Program to send Florida
  359  university students between the ages of 18 and 26 of all
  360  religions and the program chaperones to Israel.
  361         (93) SAVE OUR SHORES FLORIDA LICENSE PLATES.—
  362         (a) The department shall develop a Save Our Shores Florida
  363  license plate as provided in s. 320.08053 and this section. The
  364  plate must bear the colors and design approved by the
  365  department. The word “Florida” must appear at the top of the
  366  plate, and the words “Save Our Shores” must appear at the bottom
  367  of the plate.
  368         (b)The annual use fees shall be distributed to Adore the
  369  Shores, Inc., which may use the proceeds as follows:
  370         1.A maximum of 15 percent may be used for administrative
  371  costs of the organization.
  372         2. A maximum of 10 percent may be used for promotion and
  373  the marketing costs of the license plate program.
  374         3.The remainder shall be used to fund activities,
  375  programs, and projects that provide for cleanup activities on
  376  the beaches of this state following natural or manmade
  377  occurrences that threaten the pristine nature of the beaches of
  378  this state and for any other legal purpose as allowed by the
  379  Internal Revenue Code.
  380         (94) FURRY FRIENDS LICENSE PLATES.—
  381         (a) The department shall develop a Furry Friends license
  382  plate as provided in s. 320.08053 and this section upon
  383  application by Furry Friends of Florida, Inc. The word “Florida”
  384  must appear at the top of the plate, and words approved by the
  385  department must appear at the bottom of the plate.
  386         (b) The annual use fees shall be distributed monthly to
  387  Furry Friends of Florida, Inc., which may use up to 15 percent
  388  of such revenue for administrative, handling, and disbursement
  389  expenses and up to 10 percent for promotion, advertising, and
  390  marketing costs. The balance of the fees shall be used by Furry
  391  Friends of Florida, Inc., for activities, programs, and
  392  projects, including, but not limited to, pet rescue, animal
  393  shelters, pet vaccinations, veterinary services, and service
  394  animals.
  395         (95) ORLANDO CITY SOCCER CLUB LICENSE PLATES.—The
  396  department shall develop an Orlando City Soccer Club license
  397  plate as provided in subsection (9).
  398         (96) SUPPORT OUR CONSTITUTION LICENSE PLATES.—
  399         (a) The department shall develop a Support Our Constitution
  400  license plate as provided in this section and s. 320.08053.
  401  Support Our Constitution license plates must bear the colors and
  402  design approved by the department. The word “Florida” must
  403  appear at the top of the plate, and the words “Support Our
  404  Constitution” must appear at the bottom of the plate.
  405         (b) The annual use fees shall be distributed to The
  406  Constitution Foundation, Inc., which may retain all proceeds
  407  from the annual use fees until the startup costs for developing
  408  and issuing the license plates have been recovered. Thereafter,
  409  The Constitution Foundation, Inc., shall use the proceeds as
  410  follows:
  411         1.A maximum of 15 percent may be used for administrative
  412  costs of the organization.
  413         2. A maximum of 10 percent may be used for promotion and
  414  the marketing costs of the license plate.
  415         3.The remainder shall be used to fund the activities,
  416  programs, projects, and mission of The Constitution Foundation,
  417  Inc., to increase awareness and understanding of the United
  418  States Constitution in Florida’s public schools, recruit and
  419  train school leaders to make presentations in each school
  420  district, and provide to each student, at no charge, learning
  421  materials and a pocket Constitution.
  422         (97) FLORIDA NATIVE LICENSE PLATES.—
  423         (a) The department shall develop a Florida Native license
  424  plate as provided in s. 320.08053 and this section. The word
  425  “Florida” must appear at the top of the plate, and the word
  426  “Native” must appear at the bottom of the plate. The plate must
  427  contain a camouflage background including leaves, flowers, or
  428  fronds of a minimum of 12 different Florida native plants.
  429         (b) The annual use fees from the sale of the plate shall be
  430  distributed to Florida Native Plant Society, a nonprofit
  431  corporation, which may use a maximum of 10 percent of such fees
  432  for administrative costs and a maximum of 10 percent to market
  433  and promote the plate. The balance of the fees shall be used by
  434  Florida Native Plant Society to fulfill its mission, with a
  435  minimum of 25 percent dedicated to maintaining, improving, and
  436  restoring public hunting and fishing habitats and 25 percent
  437  used to promote the cultivation of Florida’s agricultural
  438  products through the preservation of native noncrop plants to
  439  provide habitat for pollinators and natural enemies to plant
  440  pests, and to provide pollen and nectar and undisturbed habitat
  441  for bee nesting throughout the growing season.
  442         (98) PROTECT POLLINATORS LICENSE PLATES.—
  443         (a) The department shall develop a Protect Pollinators
  444  license plate as provided in s. 320.08053 and this section. The
  445  word “Florida” must appear at the top of the plate, and the
  446  words “Protect Pollinators” must appear at the bottom of the
  447  plate.
  448         (b) The annual use fees from the sale of the plate shall be
  449  distributed to the Florida Wildflower Foundation, Inc., which:
  450         1. May use a maximum of 10 percent of the proceeds to
  451  promote and market the Protect Pollinators license plate.
  452         2. Shall invest and reinvest the remainder of the proceeds
  453  and use the interest thereon to establish pollinator wildflower
  454  habitats and pollinator education and research programs that
  455  promote awareness of pollinators and their importance to Florida
  456  agricultural success and global food supply and security.
  457         (99)NATIONAL WILD TURKEY FEDERATION LICENSE PLATES.—
  458         (a)The department shall develop a National Wild Turkey
  459  Federation license plate as provided in this section and s.
  460  320.08053. The plate must bear the colors and design approved by
  461  the department. The word “Florida” must appear at the top of the
  462  plate, and the words “National Wild Turkey Federation” must
  463  appear at bottom of the plate.
  464         (b)The annual use fees from the sale of the plate shall be
  465  distributed to the Florida State Chapter of the National Wild
  466  Turkey Federation to be used as follows:
  467         1.Up to 25 percent of the funds may be used for marketing
  468  of the license plate, for promotion and education regarding this
  469  state’s hunting heritage, and for administrative costs directly
  470  associated with operation of the chapter.
  471         2.At least 75 percent of the funds must be used to fund
  472  programs and projects within the state which promote
  473  conservation or which improve or increase turkey wildlife
  474  habitat. To the extent feasible, turkey wildlife habitat
  475  projects shall be coordinated with the Florida Fish and Wildlife
  476  Conservation Commission.
