A bill to be entitled
2An act relating to child care facilities; providing a
3short title; amending s. 402.305, F.S.; requiring
4vehicles used by child care facilities and large
5family child care homes to be equipped with an alarm
6system that prompts the driver to inspect the vehicle
7for children before exiting the vehicle; requiring the
8Department of Children and Family Services to adopt
9rules and maintain a list of approved alarm systems;
10providing an effective date.

12Be It Enacted by the Legislature of the State of Florida:
13
14     Section 1.  This act may be cited as the "Haile Brockington
15Act."
16     Section 2.  Subsection (10) of section 402.305, Florida
17Statutes, is amended to read:
18     402.305  Licensing standards; child care facilities.-
19     (10)  TRANSPORTATION SAFETY.-
20     (a)  Minimum standards shall include requirements for child
21restraints or seat belts in vehicles used by child care
22facilities and large family child care homes to transport
23children, requirements for annual inspections of the vehicles,
24limitations on the number of children in the vehicles, and
25accountability for children being transported.
26     (b)1.  On or after January 1, 2013, such vehicles must be
27equipped with an alarm system approved by the department which
28prompts the driver to inspect the vehicle for children before
29exiting the vehicle.
30     2.  The department shall adopt rules to administer this
31paragraph and shall maintain a list of alarm manufacturers and
32alarm systems that are approved to be installed in such
33vehicles.
34     Section 3.  This act shall take effect July 1, 2012.
