1	A bill to be entitled
2	An act relating to screening tests for newborns; amending
3	s. 383.14, F.S.; authorizing the Department of Health to
4	collect Medicaid payments from specified health care
5	benefit providers for newborn screening tests; providing
6	an effective date.

8	Be It Enacted by the Legislature of the State of Florida:

10	Section 1. Paragraph (i) is added to subsection (3) of
11	section 383.14, Florida Statutes, to read:
12	383.14 Screening for metabolic disorders, other hereditary
13	and congenital disorders, and environmental risk factors.-
14	(3) DEPARTMENT OF HEALTH; POWERS AND DUTIES.-The
15	department shall administer and provide certain services to
16	implement the provisions of this section and shall:
17	(i) Have the authority to collect payment, at the maximum
18	established Medicaid reimbursement rate associated with the
19	performance of newborn screening tests, from health care
20	insurers, health maintenance organizations, and other health
21	care providers.

23	All provisions of this subsection must be coordinated with the
24	provisions and plans established under this chapter, chapter
25	411, and Pub. L. No. 99-457.
26	Section 2. This act shall take effect July 1, 2010.
