A bill to be entitled
2An act relating to the City of Mount Dora, Lake County;
3authorizing the Division of Alcoholic Beverages and
4Tobacco of the Department of Business and Professional
5Regulation to issue up to a specified number of temporary
6permits to a nonprofit civic organization to sell
7alcoholic beverages for consumption on the premises at
8outdoor events on public right-of-way in the downtown area
9of Mount Dora; providing that such events require a
10street-closure permit from the City of Mount Dora;
11providing that the permits authorized by the act are in
12addition to certain other authorized temporary permits;
13requiring the nonprofit civic organization to comply with
14certain statutory requirements in obtaining the permits
15authorized by the act; requiring the division to adopt
16rules; providing an effective date.

18Be It Enacted by the Legislature of the State of Florida:

20     Section 1.  (1)  Notwithstanding any other provision of
21law, the Division of Alcoholic Beverages and Tobacco of the
22Department of Business and Professional Regulation may issue to
23a bona fide nonprofit civic organization, upon application and
24presentation of a valid street-closure permit issued by the City
25of Mount Dora, a temporary permit authorizing the sale of
26alcoholic beverages for consumption on the premises at outdoor
27events on public right-of-way in the downtown area of Mount
28Dora. Any such nonprofit civic organization may be issued up to
2915 temporary permits per calendar year and each temporary permit
30is valid for up to 3 days. For purposes of this act, the
31downtown area of Mount Dora is that area bounded by 9th Avenue
32on the North; Orange Street on the East; Helen Street extending
33to Lake Dora on the West; and Liberty Avenue on the South.
34     (2)  The temporary permits authorized by this act are in
35addition to the three temporary permits authorized per year for
36a nonprofit civic organization pursuant to section 561.422,
37Florida Statutes.
38     (3)  The nonprofit civic organization shall comply with all
39other requirements of section 561.422, Florida Statutes, in
40obtaining the temporary permits authorized by this act.
41     (4)  On or before October 1, 2011, the Division of
42Alcoholic Beverages and Tobacco of the Department of Business
43and Professional Regulation shall adopt rules pursuant to
44chapter 120, Florida Statutes, to administer this act. Such
45rules shall include permitting procedures and application forms.
46     Section 2.  This act shall take effect upon becoming a law.
