Florida Senate - 2018 SB 128 By Senator Farmer 34-00153-18 2018128__ 1 A bill to be entitled 2 An act relating to continuing education for barbers, 3 cosmetologists, and specialists; amending ss. 476.154 4 and 477.019, F.S.; requiring the Department of 5 Professional Regulation and the Board of Cosmetology 6 to prescribe by rule a 1-hour course on domestic 7 violence and sexual assault awareness as a condition 8 of license or registration renewal; providing an 9 effective date. 10 11 Be It Enacted by the Legislature of the State of Florida: 12 13 Section 1. Paragraph (a) of subsection (3) of section 14 476.154, Florida Statutes, is amended to read: 15 476.154 Biennial renewal of licenses.— 16 (3)(a) The department shall renew a license upon receipt of 17 the renewal application and fee, and proof of completion of a 1 18 hour course on domestic violence and sexual assault awareness as 19 prescribed by department rule. 20 Section 2. Paragraph (a) of subsection (7) of section 21 477.019, Florida Statutes, is amended to read: 22 477.019 Cosmetologists; qualifications; licensure; 23 supervised practice; license renewal; endorsement; continuing 24 education.— 25 (7)(a) The board shall prescribe by rule a 1-hour biennial 26 continuing education course on domestic violence and sexual 27 assault awareness and additional continuing education 28 requirements intended to ensure protection of the public through 29 updated training of licensees and registered specialists, not to 30 exceed 16 hours biennially, as a condition for renewal of a 31 license or registration as a specialist under this chapter. The 32 additional continuing education requirements mustcourses shall33 include, but need not be limited to, the following subjects as 34 they relate to the practice of cosmetology: human 35 immunodeficiency virus and acquired immune deficiency syndrome; 36 Occupational Safety and Health Administration regulations; 37 workers’ compensation issues; state and federal laws and rules 38 as they pertain to cosmetologists, cosmetology, salons, 39 specialists, specialty salons, and booth renters; chemical 40 makeup as it pertains to hair, skin, and nails; and 41 environmental issues. Courses given at cosmetology conferences 42 may be counted toward the number of continuing education hours 43 required if approved by the board. 44 Section 3. This act shall take effect July 1, 2018.
