Florida Senate - 2018 SB 230 By Senator Bracy 11-00225-18 2018230__ 1 A bill to be entitled 2 An act relating to the Next Generation Sunshine State 3 Standards; requiring the Commissioner of Education to 4 propose revisions to the Next Generation Sunshine 5 State Standards in visual and performing arts by a 6 specified date; requiring the State Board of Education 7 to adopt, reject, or modify any proposed revisions by 8 a specified date; providing an effective date. 9 10 Be It Enacted by the Legislature of the State of Florida: 11 12 Section 1. Visual and performing arts standards.— 13 (1) On or before November 30, 2018, the Commissioner of 14 Education shall submit to the State Board of Education proposed 15 revisions of the Next Generation Sunshine State Standards in 16 visual and performing arts pursuant to s. 1003.41(3), Florida 17 Statutes. The commissioner shall do all of the following: 18 (a) Consult with a group of experts in visual and 19 performing arts, a majority of whom must be current public 20 elementary or secondary school classroom teachers. 21 (b) Use the National Core Arts Standards in dance, theater, 22 music, and visual arts developed by the National Coalition for 23 Core Arts Standards as a basis for deliberations regarding 24 revisions to the standards. 25 (c) Submit the proposed revisions for public review and 26 comment pursuant to s. 1003.41(3), Florida Statutes. 27 (2) On or before January 31, 2019, the State Board of 28 Education shall adopt, reject, or modify the proposed revisions 29 to the visual and performing arts standards recommended by the 30 Commissioner of Education. 31 (a) If the state board modifies or rejects the proposed 32 revisions, the state board shall explain, in writing, the 33 reasons for the modification or rejection to the Governor, the 34 President of the Senate, the Speaker of the House of 35 Representatives, and the Commissioner of Education and must 36 present such reasons for review in a public meeting. The state 37 board may not adopt any revisions in the same meeting it 38 provides its written reasons, but must instead adopt the 39 revisions at a subsequent meeting conducted by March 31, 2019. 40 (b) If the state board adopts the proposed revisions, the 41 state board must consider specific curricular content and grade 42 level expectations to be aligned to the standards by July 31, 43 2020. 44 Section 2. This act shall take effect July 1, 2018.
