    3         designations; providing honorary designations of
    4         certain transportation facilities in specified
    5         counties; directing the Department of Transportation
    6         to erect suitable markers; authorizing the department
    7         to permit the installation of a specified marker under
    8         certain conditions; providing an effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Larcenia Bullard Way designated; Department of
   13  Transportation to erect suitable markers.—
   14         (1) That portion of S.R. 992/Coral Reef Drive/S.W. 152nd
   15  Street between S.R. 5/U.S. 1/South Dixie Highway and 137th
   16  Avenue in Miami-Dade County is designated as “Larcenia Bullard
   17  Way.”
   18         (2) The Department of Transportation is directed to erect
   19  suitable markers designating Larcenia Bullard Way as described
   20  in subsection (1).
   21         Section 2. KMI Kentucky Military Institute Bridge
   22  designated; Department of Transportation to erect suitable
   23  markers.—
   24         (1) Bascule bridges Numbers 170169 and 170170 on U.S.
   25  Business 41/S.R. 45/Tamiami Trail in Sarasota County are
   26  designated as “KMI Kentucky Military Institute Bridge.”
   27         (2) The Department of Transportation is directed to erect
   28  suitable markers designating KMI Kentucky Military Institute
   29  Bridge as described in subsection (1).
   30         Section 3. Governor Mixson Highway designated; Department
   31  of Transportation to erect suitable markers.—
   32         (1) That portion of S.R. 73 between the Calhoun County Line
   33  and U.S. 231 in Jackson County is designated as “Governor Mixson
   34  Highway.”
   35         (2) The Department of Transportation is directed to erect
   36  suitable markers designating Governor Mixson Highway as
   37  described in subsection (1).
   38         Section 4. Warren E. “Charlie” Brown Memorial Highway
   39  designated; Department of Transportation to erect suitable
   40  markers.—
   41         (1) That portion of U.S. 98/S.R. 30 between Rosewood Drive
   42  and Sunrise Drive in Santa Rosa County is designated as “Warren
   43  E. ‘Charlie’ Brown Memorial Highway.”
   44         (2) The Department of Transportation is directed to erect
   45  suitable markers designating Warren E. ‘Charlie’ Brown Memorial
   46  Highway as described in subsection (1).
   47         Section 5. RADM LeRoy Collins, Jr., Veterans Expressway
   48  designated; Department of Transportation to erect suitable
   49  markers.—
   50         (1) That portion of S.R. 589 and S.R. 568/Veterans
   51  Expressway between S.R. 60/Courtney Campbell Causeway and S.R.
   52  597/Dale Mabry Highway in Hillsborough County is designated as
   53  “RADM LeRoy Collins, Jr., Veterans Expressway.”
   54         (2) The Department of Transportation is directed to erect
   55  suitable markers designating RADM LeRoy Collins, Jr., Veterans
   56  Expressway as described in subsection (1).
   57         Section 6. Trooper James Herbert Fulford, Jr., Memorial
   58  Highway designated; Department of Transportation to erect
   59  suitable markers.—
   60         (1) That portion of I-10/S.R. 8 between mile post 232 and
   61  mile post 233 in Jefferson County is designated as “Trooper
   62  James Herbert Fulford, Jr., Memorial Highway.”
   63         (2) The Department of Transportation is directed to erect
   64  suitable markers designating Trooper James Herbert Fulford, Jr.,
   65  Memorial Highway as described in subsection (1).
   66         Section 7. SP4 Billy Jacob Hartsfield Bridge designated;
   67  Department of Transportation to erect suitable markers.—
   68         (1) Bridge number 380047 on U.S. 98/S.R. 30 over the
   69  Aucilla River in Taylor County is designated as “SP4 Billy Jacob
   70  Hartsfield Bridge.”
   71         (2) The Department of Transportation is directed to erect
   72  suitable markers designating SP4 Billy Jacob Hartsfield Bridge
   73  as described in subsection (1).
   74         Section 8. Julia Munroe Woodward Highway designated;
   75  Department of Transportation to erect suitable markers.—
   76         (1) Upon completion of construction, S.R. 269 between
   77  U.S.90/S.R. 10 and S.R. 12 in Gadsden County is designated as
   78  “Julia Munroe Woodward Highway.”
   79         (2) The Department of Transportation is directed to erect
   80  suitable markers designating Julia Munroe Woodward Highway as
   81  described in subsection (1).
   82         Section 9. Walter Francis Spence Parkway designated;
   83  Department of Transportation to erect suitable markers.—
   84         (1) That portion of S.R. 293 between the Mid-Bay Bridge
   85  Toll Plaza and S.R. 85 in Okaloosa County is designated as
   86  “Walter Francis Spence Parkway.”
   87         (2) The Department of Transportation is directed to erect
   88  suitable markers designating Walter Francis Spence Parkway as
   89  described in subsection (1).
   90         Section 10. Reverend John A. Ferguson Street designated;
   91  Department of Transportation to erect suitable markers.—

   94  to S.W. 99th Court in Miami-Dade County is designated as

   99         Section 11. David G. Ledgerwood Memorial Highway
  100  designated; Department of Transportation to erect suitable

  102         (1) That portion of S.R. 415 between Acorn Lake Road and
  103  Reed Ellis Road in Volusia County is designated as “David G.
  104  Ledgerwood Memorial Highway.”

  108         Section 12. Lieutenant Colonel Carl John Luksic, USAF,

  222  Torga, Jr., Intersection.”

  226         Section 26. Belen Jesuit Preparatory School Intersection

  247  designated as “Ponce de Leon Bridge.”

  251         Section 29. Tomas-Minerva Vinuela Way designated;

  268         Section 31. Robert L. Clark Memorial Highway designated;

  271  Ponce de Leon Drive and SR 84/SE 24th Street in Broward County
  272  is designated as “Robert L. Clark Memorial Highway.”
  273         (2) The Department of Transportation is directed to erect
  274  suitable markers designating Robert L. Clark Memorial Highway as
  275  described in subsection (1).
  276         Section 32. The Department of Transportation may permit the
  277  erection by a private entity of a suitable marker in the wayside
  278  park on the north end of the Sunshine Skyway Bridge in memory of
  279  those who died on May 9, 1980, when the MV Summit Venture
  280  collided with the bridge. The type of marker and its location
  281  shall be subject to the approval of the department. The private
  282  entity shall be responsible for all costs of the marker and its
  283  installation. The private entity shall also provide an annual
  284  renewable bond, an irrevocable letter of credit, or another form
  285  of security as approved by the department’s comptroller, for the
  286  purpose of securing the cost of removal of the monument and any
  287  modifications made to the site as part of the placement of the
  288  monument should the department determine it necessary to remove
  289  or relocate the monument.
  290         Section 33. Dr. Martin Luther King, Jr., Memorial Highway
  291  designated; Department of Transportation to erect suitable
  292  markers.—
  293         (1) That portion of S.R. 501/Clearlake Road between S.R.
  294  520 and S.R. 524 in Brevard County is designated as “Dr. Martin
  295  Luther King, Jr., Memorial Highway.”
  296         (2) The Department of Transportation is directed to erect
  297  suitable markers designating Dr. Martin Luther King, Jr.,
  298  Memorial Highway as described in subsection (1).
  299         Section 34. Arthur & Polly Mays Memorial Highway
  300  designated; Department of Transportation to erect suitable

  302         (1) That portion of U.S. 1/S.R. 5/S. Dixie Highway between
  303  S.W. 220th Street/Old Cutler Road and S.W. 216th Street/Hainlin
  304  Mill Drive in Miami-Dade County is designated as “Arthur & Polly
  305  Mays Memorial Highway.”
  306         (2) The Department of Transportation is directed to erect
  307  suitable markers designating Arthur & Polly Mays Memorial
  308  Highway as described in subsection (1).
  309         Section 35. Lourdes Guzman-DeJesus Street designated;
  310  Department of Transportation to erect suitable markers.—
  311         (1) That portion of U.S. 1/S.R. 5/S. Dixie Highway between
  312  S.W. 296th Street/Avocado Drive and S.W. 288th Street/Biscayne
  313  Drive in Miami-Dade County is designated as “Lourdes Guzman
  314  DeJesus Street.”
  315         (2) The Department of Transportation is directed to erect
  316  suitable markers designating Lourdes Guzman-DeJesus Street as
  317  described in subsection (1).
  318         Section 36. Fred Karl Memorial Highway designated;
  319  Department of Transportation to erect suitable markers.—
  320         (1) That portion of S.R. 40 between the City of Ormond
  321  Beach and the Lake County line in Volusia County is designated
  322  as “Fred Karl Memorial Highway.”
  323         (2) The Department of Transportation is directed to erect
  324  suitable markers designating Fred Karl Memorial Highway as
  325  described in subsection (1).
  326         Section 37. This act shall take effect July 1, 2013.
