Florida Senate - 2023 SB 1060 By Senator Ingoglia 11-00622-23 20231060__ 1 A bill to be entitled 2 An act relating to the Apprenticeship and 3 Preapprenticeship Direct Funding Grant Program; 4 creating s. 1011.8031, F.S.; creating the 5 Apprenticeship and Preapprenticeship Direct Funding 6 Grant Program for specified purposes; requiring the 7 Department of Education to administer the program; 8 requiring apprenticeship or preapprenticeship programs 9 to submit an application to the department for 10 participation in the program; prohibiting certain 11 apprenticeship or preapprenticeship programs from 12 participating in the grant program; requiring the 13 department to give priority to specified programs; 14 authorizing the State Board of Education to adopt 15 rules; providing an effective date. 16 17 Be It Enacted by the Legislature of the State of Florida: 18 19 Section 1. Section 1011.8031, Florida Statutes, is created 20 to read: 21 1011.8031 Apprenticeship and Preapprenticeship Direct 22 Funding Grant Program.— 23 (1) Subject to appropriations provided in the General 24 Appropriations Act, the Apprenticeship and Preapprenticeship 25 Direct Funding Grant Program is created to provide funding 26 directly to apprenticeship or preapprenticeship programs, as 27 those terms are defined in s. 446.021, rather than funding such 28 programs through a local educational agency. The Department of 29 Education shall administer the grant program. 30 (2) An apprenticeship or a preapprenticeship program shall 31 submit an application in a format prescribed by the department 32 to receive funding under this section. An apprenticeship or a 33 preapprenticeship program is ineligible for a grant under this 34 section if such program uses any school district or Florida 35 College System institution resources for the administration of 36 the program. The department shall give priority to 37 apprenticeship or preapprenticeship programs with demonstrated 38 regional demand. 39 (3) The State Board of Education may adopt rules to 40 administer this section. 41 Section 2. This act shall take effect July 1, 2023.
