Florida Senate - 2022 SB 1160 By Senator Perry 8-00737-22 20221160__ 1 A bill to be entitled 2 An act relating to transportation research; creating 3 s. 334.066, F.S.; establishing the Implementing 4 Solutions from Transportation Research and Evaluating 5 Emerging Technologies Living Lab (I-STREET) within the 6 University of Florida; specifying the duties of I 7 STREET; requiring I-STREET to annually provide the 8 Governor and the Legislature with a certain report; 9 requiring the creation of a certain advisory board; 10 specifying the composition and duties of the board; 11 providing an effective date. 12 13 Be It Enacted by the Legislature of the State of Florida: 14 15 Section 1. Section 334.066, Florida Statutes, is created to 16 read: 17 334.066 Implementing Solutions from Transportation Research 18 and Evaluating Emerging Technologies Living Lab.— 19 (1) The Implementing Solutions from Transportation Research 20 and Evaluating Emerging Technologies Living Lab (I-STREET) is 21 established within the University of Florida. 22 (2) At a minimum, I-STREET shall: 23 (a) Conduct and facilitate research on issues related to 24 innovative transportation mobility and safety technology 25 development and deployment in this state and serve as an 26 information exchange and depository for the most current 27 information pertaining to transportation research, education, 28 workforce development, and related issues. 29 (b) Be a continuing resource for the Legislature, the 30 Department of Transportation, local governments, the nation’s 31 metropolitan regions, and the private sector in the area of 32 transportation and related research. 33 (c) Promote intercampus transportation and related research 34 activities among Florida universities to enhance the ability of 35 these universities to attract federal and private sector funding 36 for transportation and related research. 37 (d) Provide by July 1, 2023, and each July 1 thereafter, to 38 the Governor, the President of the Senate, and the Speaker of 39 the House of Representatives a comprehensive report that 40 outlines its clearly defined goals and its efforts and progress 41 on reaching those goals. 42 (3) An advisory board shall be created to periodically 43 review and advise I-STREET concerning its research program. The 44 board shall consist of nine members in transportation-related 45 areas, as follows: 46 (a) A member appointed by the President of the Senate. 47 (b) A member appointed by the Speaker of the House of 48 Representatives. 49 (c) The Secretary of Transportation or his or her designee. 50 (d) The Secretary of Economic Opportunity or his or her 51 designee. 52 (e) A member of the Florida Transportation Commission. 53 (f) Four members nominated by the University of Florida’s 54 College of Engineering and approved by the university’s 55 president. The College of Engineering’s nominees may include 56 representatives of the University of Florida, other academic and 57 research institutions, or private entities. 58 Section 2. This act shall take effect July 1, 2022.
