Florida Senate - 2021 SB 1220 By Senator Jones 35-00956-21 20211220__ 1 A bill to be entitled 2 An act relating to the Teach to Lead Program; amending 3 s. 220.11, F.S.; requiring additional tax funds to be 4 allocated and applied to the Florida Education Finance 5 Program to be used for specified purposes; creating 6 the Teach to Lead Program for specified purposes; 7 providing a contingent effective date. 8 9 Be It Enacted by the Legislature of the State of Florida: 10 11 Section 1. Paragraph (b) of subsection (2) of section 12 220.11, Florida Statutes, is amended, and paragraph (c) is added 13 to that subsection, to read: 14 220.11 Tax imposed.— 15 (2)(b) All revenues collected by the tax imposed under this 16 section which exceed the net collections in fiscal year 2020 17 2021 shall be allocated and applied to the Florida Education 18 Finance Program and must increase, rather than supplant, funding 19 for the programThe tax rate imposed in paragraph (a) shall be20adjusted as provided in s. 220.1105. 21 (c) To help increase Florida’s ranking in education 22 funding, the funds allocated to the Florida Education Finance 23 Program under this subsection must be used to create and fund 24 the Teach to Lead Program. The Teach to Lead Program must: 25 1. Transform teacher effectiveness in public schools by 26 creating more opportunities for teacher leadership and 27 professionalism. 28 2. Improve student achievement, equity, and excellence in 29 public schools by expanding existing efforts and creating models 30 to steer systemic improvements to benefit student learning. 31 3. Increase teacher involvement and input when developing 32 policies and implementing new practices. 33 4. Increase pathways and opportunities for teachers to 34 exercise leadership. 35 Section 2. This act shall take effect on July 1, 2021, but 36 only if SB___ or similar legislation takes effect, if such 37 legislation is adopted in the same legislative session or an 38 extension thereof and becomes a law.
