Florida Senate - 2021 SB 1252 By Senator Berman 31-01621A-21 20211252__ 1 A bill to be entitled 2 An act relating to the inland and coastal flood 3 control funding assessment; amending s. 403.928, F.S.; 4 requiring the Office of Economic and Demographic 5 Research to include specified information relating to 6 inland and coastal flood control in certain 7 assessments; providing an effective date. 8 9 Be It Enacted by the Legislature of the State of Florida: 10 11 Section 1. Subsections (3) through (7) of section 403.928, 12 Florida Statutes, are amended to read: 13 403.928 Assessment of water resources and conservation 14 lands.—The Office of Economic and Demographic Research shall 15 conduct an annual assessment of Florida’s water resources and 16 conservation lands. 17 (3) ASSESSMENT REQUIREMENTS.—The assessment must: 18 (a)shallInclude analyses on a statewide, regional, or 19 geographic basis, as appropriate, and shall identify analytical 20 challenges in assessing information across the different regions 21 of the state. 22 (b)(4)The assessment mustIdentify any overlap in the 23 expenditures for water resources and conservation lands. 24 (4) INLAND AND COASTAL FLOOD CONTROL.—At least every 5 25 years, beginning in 2021, the Office of Economic and Demographic 26 Research must include in the assessment an analysis of future 27 expenditures by federal, state, regional, and local governments 28 necessary to improve resilience to inland and coastal flooding 29 associated with sea-level rise, high-tide events, storm surge, 30 flash flood, stormwater runoff, and increased rainfall on a 50 31 year or longer planning period. The analysis must identify gaps 32 between projected and estimated revenues, expenditures, and 33 needs. 34 (5) ASSESSMENT ASSISTANCE.— 35 (a) The water management districts, the Department of 36 Environmental Protection, the Department of Agriculture and 37 Consumer Services, the Fish and Wildlife Conservation 38 Commission, counties, municipalities, and special districts 39 shall provide assistance to the Office of Economic and 40 Demographic Research related to their respective areas of 41 expertise. 42 (b)(6)The Office of Economic and Demographic Research must 43 be given access to any data held by an agency as defined in s. 44 112.312 if the Office of Economic and Demographic Research 45 considers the data necessary to complete the assessment, 46 including any confidential data. 47 (6)(7)ASSESSMENT SUBMISSION.—The assessment shall be 48 submitted to the President of the Senate and the Speaker of the 49 House of Representatives by January 1, 2017, and by January 1 of 50 each year thereafter. 51 Section 2. This act shall take effect July 1, 2021.
