    1                        A bill to be entitled                      
    2         An act relating to the Florida Education Finance
    3         Program; amending s. 1011.60, F.S.; requiring school
    4         districts that participate in the Florida Education
    5         Finance Program to expend 80 percent of funds from the
    6         program for classroom spending purposes; providing an
    7         effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Upon the expiration of the amendment to section
   12  1011.60, Florida Statutes, pursuant to section 17 of chapter
   13  2018-5, Laws of Florida, subsection (8) of section 1011.60,
   14  Florida Statutes, is added to read:
   15         1011.60 Minimum requirements of the Florida Education
   16  Finance Program.—Each district which participates in the state
   17  appropriations for the Florida Education Finance Program shall
   18  provide evidence of its effort to maintain an adequate school
   19  program throughout the district and shall meet at least the
   20  following requirements:
   21         (8) MINIMUM CLASSROOM EXPENDITURE REQUIREMENTS.—Expend 80
   22  percent of funds received from the Florida Education Finance
   23  Program for classroom spending purposes, which include salaries
   24  and bonuses for classroom teachers; supplies and materials for
   25  classroom teachers; student materials, technology for use by
   26  students, and tutoring for students; salaries for additional
   27  classroom teachers and aides; and classroom-based supplemental
   28  instruction activities.
   29         Section 2. This act shall take effect July 1, 2019.
