    1                        A bill to be entitled                      
    2         An act relating to placement of electronic billboards;
    3         creating s. 479.026, F.S.; defining the term
    4         “electronic billboard”; authorizing electronic
    5         billboards to be placed on certain agricultural lands
    6         under certain circumstances; providing an effective
    7         date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Section 479.026, Florida Statutes, is created to
   12  read:
   13         479.026Electronic billboards; agricultural lands.—
   14         (1)As used in this section, the term “electronic
   15  billboard” means a billboard comprised of light-emitting diode
   16  (LED) bulbs that are arranged and timed to create static,
   17  changing, or full-motion text and images controlled remotely by
   18  a combination of hardware, computers, software, and an Internet
   19  connection.
   20         (2)Notwithstanding any provision of this chapter to the
   21  contrary, electronic billboards may be placed on lands
   22  designated as agricultural lands under s. 193.461 if:
   23         (a)The parcel on which the electronic billboard is to be
   24  placed can reasonably accommodate the billboard.
   25         (b)Sufficient utilities are available to support the
   26  placement, operation, and maintenance of the electronic
   27  billboard.
   28         (c)The parcel on which the electronic billboard is to be
   29  placed is comprehensively zoned by the local government to allow
   30  placement of electronic billboards.
   31         Section 2. This act shall take effect July 1, 2020.
