    1                        A bill to be entitled                      
    2         An act relating to memory disorder clinics; amending
    3         s. 430.502, F.S.; removing the establishment of the
    4         memory disorder clinic at the West Florida Regional
    5         Medical Center; establishing the memory disorder
    6         clinic at the Medical Center Clinic in Pensacola;
    7         reenacting s. 1004.445, F.S., relating to the Johnnie
    8         B. Byrd, Sr., Alzheimer’s Center and Research
    9         Institute, to incorporate the amendment made to s.
   10         430.502, F.S., in a reference thereto; providing an
   11         effective date.

   13  Be It Enacted by the Legislature of the State of Florida:
   14  
   15         Section 1. Subsection (1) of section 430.502, Florida
   16  Statutes, is amended to read:
   17         430.502 Alzheimer’s disease; memory disorder clinics and
   18  day care and respite care programs.—
   19         (1) There is established:
   20         (a) A memory disorder clinic at each of the three medical
   21  schools in this state;
   22         (b) A memory disorder clinic at a major private nonprofit
   23  research-oriented teaching hospital, and may fund a memory
   24  disorder clinic at any of the other affiliated teaching
   25  hospitals;
   26         (c) A memory disorder clinic at the Mayo Clinic in
   27  Jacksonville;
   28         (d) A memory disorder clinic at the Medical Center Clinic
   29  in Pensacola the West Florida Regional Medical Center;
   30         (e) A memory disorder clinic operated by Health First in
   31  Brevard County;
   32         (f) A memory disorder clinic at the Orlando Regional
   33  Healthcare System, Inc.;
   34         (g) A memory disorder center located in a public hospital
   35  that is operated by an independent special hospital taxing
   36  district that governs multiple hospitals and is located in a
   37  county with a population greater than 800,000 persons;
   38         (h) A memory disorder clinic at St. Mary’s Medical Center
   39  in Palm Beach County;
   40         (i) A memory disorder clinic at Tallahassee Memorial
   41  Healthcare;
   42         (j) A memory disorder clinic at Lee Memorial Hospital
   43  created by chapter 63-1552, Laws of Florida, as amended;
   44         (k) A memory disorder clinic at Sarasota Memorial Hospital
   45  in Sarasota County;
   46         (l) A memory disorder clinic at Morton Plant Hospital,
   47  Clearwater, in Pinellas County;
   48         (m) A memory disorder clinic at Florida Atlantic
   49  University, Boca Raton, in Palm Beach County;
   50         (n) A memory disorder clinic at AdventHealth in Orange
   51  County; and
   52         (o) A memory disorder clinic at Miami Jewish Health System
   53  in Miami-Dade County,
   54  
   55  for the purpose of conducting research and training in a
   56  diagnostic and therapeutic setting for persons suffering from
   57  Alzheimer’s disease and related memory disorders. However,
   58  memory disorder clinics shall not receive decreased funding due
   59  solely to subsequent additions of memory disorder clinics in
   60  this subsection.
   61         Section 2. For the purpose of incorporating the amendment
   62  made by this act to section 430.502, Florida Statutes, in a
   63  reference thereto, subsection (3) of section 1004.445, Florida
   64  Statutes, is reenacted to read:
   65         1004.445 Johnnie B. Byrd, Sr., Alzheimer’s Center and
   66  Research Institute.—
   67         (3) BUDGET.—The institute’s budget shall include the moneys
   68  appropriated in the General Appropriations Act, donated, or
   69  otherwise provided to the institute from private, local, state,
   70  and federal sources, as well as technical and professional
   71  income generated or derived from practice activities at the
   72  institute. Any appropriation to the institute shall be expended
   73  for the purposes specified in this section, including conducting
   74  and supporting research and related clinical services, awarding
   75  institutional grants and investigator-initiated research grants
   76  to other persons within the state through a peer-reviewed
   77  competitive process, developing and operating integrated data
   78  projects, providing assistance to the memory disorder clinics
   79  established in s. 430.502, and providing for the operation of
   80  the institute.
   81         Section 3. This act shall take effect July 1, 2021.
