A BILL TO BE ENTITLED
AN ACT


To amend Code Section 20-2-281 of the Official Code of Georgia Annotated, relating to the assessment of effectiveness of educational programs under the "Quality Basic Education Act," so as to provide for the establishment of testing windows for state assessments which are relative to a local school system's school calendar; to provide for related matters; to repeal conflicting laws; and for other purposes.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:

SECTION 1.
Section 20-2-281 of the Official Code of Georgia Annotated, relating to the assessment of effectiveness of educational programs under the "Quality Basic Education Act," is amended by adding a new subsection to read as follows:
"(q) The State Board of Education shall establish a time frame for each of the following assessments administered pursuant to this Code section such that the testing window for each assessment varies for each local school system based on the start date for such school system's school calendar:
(1) Criterion-referenced competency tests;
(2) End-of-course assessments;
(3) The high school graduation test, until such time as the State Board of Education discontinues the use of the high school graduation test pursuant to paragraph (1) of subsection (j) of this Code section;
(4) Norm-referenced assessments; and
(5) Writing assessments.
The testing windows established by the State Board of Education pursuant to this subsection shall ensure that, to the extent practicable, the students in each local school system shall have had equivalent days of instruction prior to each assessment."

SECTION 2.
All laws and parts of laws in conflict with this Act are repealed.
