BILL TO BE ENTITLED
AN ACT
AN ACT
To
amend an Act creating the office of commissioner of roads and revenues in the
County of Atkinson, approved July 23, 1931 (Ga. L. 1931, p. 380),
as amended, particularly by an Act approved March 29, 1994
(Ga. L. 1994, p. 4418), and an Act approved May 12, 2008
(Ga. L. 2008, p. 3774), so as to provide for staggered terms of
office for chairperson and commissioners; to provide for implementation of such
terms of office; to revise the requirements regarding the publication of
receipts, expenditures, and disbursements; to provide for related matters; to
repeal conflicting laws; and for other purposes.

IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION
1.
An
Act creating the office of commissioner of roads and revenues in the County of
Atkinson, approved July 23, 1931 (Ga. L. 1931, p. 380), as
amended, particularly by an Act approved March 29, 1994 (Ga. L. 1994,
p. 4418), and an Act approved May 12, 2008 (Ga. L. 2008,
p. 3774), is amended by revising Section 4 as follows:
"SECTION
4.
(a)
The chairperson and members of the board of commissioners in office on the
effective date of this section shall serve out the terms of office to which they
were elected and until their respective successors are elected and
qualified.
(b)
At the 2012 November general election, successors to the members of the board of
commissioners from Commissioner Districts 1, 3, and 5 shall be elected to serve
terms of office beginning on January 1, 2013, and ending on December 31, 2016,
and until their respective successors are elected and qualified. Thereafter,
successors shall be elected at the 2016 November general election and
quadrennially thereafter to take office on the first day of January immediately
following such election and to serve terms of office of four years and until
their respective successors are elected and qualified.
(c)
At the 2012 November general election, successors to the chairperson and members
of the board of commissioners from Commissioner Districts 2 and 4 shall be
elected to serve terms of office beginning on January 1, 2013, and ending on
December 31, 2014, and until their respective successors are elected and
qualified. Thereafter, successors shall be elected at the 2014 November general
election and quadrennially thereafter to take office on the first day of January
immediately following such election and to serve terms of office of four years
and until their respective successors are elected and
qualified."
SECTION
2.
Said
Act is further amended by revising subsection (a) of Section 12 as
follows:
"(a)
It shall be the duty of said board to cause the clerk to prepare a summary of
receipts and disbursements or expenditures of the county each month and cause
such summary to be made available upon request to the public through appropriate
open records requests."
SECTION
3.
All
laws and parts of laws in conflict with this Act are repealed.
