A RESOLUTION


Commending Deputy Chief Ernest Finley for his outstanding police service and inviting him to appear before the House of Representatives; and for other purposes.

WHEREAS, Deputy Chief Ernest Finley is a long-serving member of the Atlanta Police Department, the former major supervising Zone Three of Atlanta, and the current outstanding deputy chief of the department; and

WHEREAS, Deputy Chief Finley has acted above and beyond the call of duty exhibiting a strong personal commitment to his community and the citizens of this state; and

WHEREAS, Deputy Chief Finley has a distinguished record with the Atlanta Police Department and has consistently exemplified the highest ideals of public service; and

WHEREAS, despite obstacles, Deputy Chief Finley has persistently followed through to ensure the success of many outstanding and effective public safety programs including: the creation of the BAT CAR Program to respond to burglaries and thefts in a uniquely efficient manner and to focus on canvassing residential neighborhoods; the Code Enforcement Program which has not only helped to clear residential streets of abandoned and illegally parked vehicles but has also built strong communication bridges with local residents; the Apartment Managers Meetings Program to foster relations between law enforcement and high-risk residential areas; the Discretionary Units team designated to work in "hot beat" areas to address high incidents of violent crime; the Decoy Details which utilize undercover officers to combat crime in high-risk areas; the Auto Theft Deterrent Car which is uniquely equipped to respond to auto thefts in an efficient manner; and the Quick Response Bicycle Team, which is able to respond in areas that are difficult for police vehicles to reach; and

WHEREAS, Deputy Chief Finley has an amazing ability to turn limited resources into creative and imaginative solutions to serious public safety problems; and

WHEREAS, his determination and character have been reflected in his professional performance throughout his police career, and his high standards of conduct and achievement serve as a model for all law enforcement officers and citizens of this state.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body extend to Deputy Chief Earnest Finley their sincere appreciation for his courage, hard work, and dedication and commend him for his many contributions to public safety and to the State of Georgia.

BE IT FURTHER RESOLVED that Deputy Chief Earnest Finley is invited to appear before the House of Representatives on such date and at such time as determined by the Speaker of the House of Representatives.

BE IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized and directed to transmit an appropriate copy of this resolution to Deputy Chief Earnest Finley.
