RESOLUTION
Commending
Consul General Opher Aviran and inviting him to be recognized by the House of
Representatives; and for other purposes.
WHEREAS,
Consul General Opher Aviran was appointed in August of 2010 to serve as the
Consul General of Israel to the Southeastern United States; and
WHEREAS,
Consul General Aviran, through his warm relationships with the Governor of
Georgia and members of the Georgia General Assembly, has promoted political and
strategic cooperation between the State of Israel and the State of Georgia;
and
WHEREAS,
he has worked to further the economic ties between the State of Israel and the
State of Georgia in the fields of health care, water technology, defense, and
homeland security; and
WHEREAS,
Consul General Aviran has bolstered the historical bond between African American
and Jewish communities through the establishment of the African American Israel
Partnership (AAIP); and
WHEREAS,
he has strengthened the collaboration between Georgia's academic institutions
and leading universities in Israel; and
WHEREAS,
he joined Israel's Ministry of Foreign Affairs in 1983, and has since served as
the Second Secretary, Deputy Chief of Mission at the embassy in Rangoon, Burma;
Cultural and Scientific Affairs Attache at the Embassy of Israel in The Hague,
Netherlands; and Counselor, Deputy Chief of Mission at the Israeli Embassy in
Canberra, Australia; and
WHEREAS,
he has worked in Israel in a variety of high level national security positions,
including an appointment as Director of the Jordanian, Syrian, and Lebanese
Affairs Department in Jerusalem in 1999, and Senior Foreign Policy Advisor to
the Israel Defense Forces Planning Branch in Tel Aviv in 2004; and
WHEREAS,
Consul General Aviran spent several years overseeing the professional
development of his colleagues as Director of the Cadet Course within the Foreign
Ministry's Training Division, and also was Director of Personal Training for
Israel's Senior and Junior Diplomatic Training Program; and
WHEREAS,
he holds a Bachelor of Arts degree in International Relations from Hebrew
University in Jerusalem and a master's degree in political science with a
specialty in National Security Studies from the University of Haifa and National
Defense College; and
WHEREAS,
he is united in love and marriage to Talyah, and is blessed with three
remarkable daughters, Adi, Noa, and Reut; and
WHEREAS,
Consul General Opher Aviran hopes to promote political and strategic cooperation
between the State of Israel and the Southeast United States, furthering
opportunities to grow economic and commercial partnerships; and
WHEREAS,
it is abundantly fitting and proper that the extraordinary accomplishments of
this distinguished gentleman be appropriately recognized.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of
this body commend the special friendship between Georgia and Israel, express
their appreciation to Consul General Opher Aviran for his efforts to promote
economic and commercial partnerships between the two nations, and invite him to
be recognized by the House of Representatives at a date and time designated by
the Speaker of the House of Representatives.
BE
IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit an appropriate copy of this resolution to Consul
General Opher Aviran.
