A
RESOLUTION
Creating
the House Study Committee on Reducing Poverty and Increasing Economic Security;
and for other purposes.
WHEREAS,
the General Assembly recognizes that the citizens of Georgia have experienced
considerable economic hardship due to the severe recession and that there are
people living in extreme poverty in every county in Georgia as well as many
others who have or will experience poverty before the economy recovers;
and
WHEREAS,
it is necessary to determine the extent of poverty throughout this state and to
seek policy remedies aimed at protecting and affording opportunities to all
citizens, including adequate nutrition and housing, educational and work
opportunities, health care, and safety; and
WHEREAS,
it is desirable and important that the state develop a comprehensive plan to
address the needs of the average Georgian with particular concern for Georgia's
most vulnerable citizens: children and the elderly; and
WHEREAS,
the goal of the state is to develop a strategic plan to reduce extreme poverty
in Georgia by addressing, at a minimum, the following:
(1)
Access to affordable housing;
(2)
Access to adequate food and nutrition;
(3)
Access to affordable and quality health care;
(4)
Access to quality education and training;
(5)
Dependable and affordable transportation;
(6)
Access to affordable child care;
(7)
Opportunities to pursue work which sustains families; and
(8)
The availability of adequate income supports to those who can no longer work or
cannot find work.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that there is created
the House Study Committee on Reducing Poverty and Increasing Economic Security
to be composed of five members of the House of Representatives and five members
of the public to be appointed by the Speaker of the House of Representatives.
The Speaker shall designate a member of the committee as chairperson of the
committee. The chairperson shall call all meetings of the
committee.
BE
IT FURTHER RESOLVED that the committee shall undertake a study of the
conditions, needs, issues, and problems mentioned above or related thereto and
recommend any actions or legislation which the committee deems necessary or
appropriate. The committee may conduct such meetings at such places and at such
times as it may deem necessary or convenient to enable it to exercise fully and
effectively its powers, perform its duties, and accomplish the objectives and
purposes of this resolution; provided, however, that the committee shall meet no
more than five days unless additional days are authorized. The funds necessary
to carry out the provisions of this resolution shall come from the funds
appropriated to the House of Representatives. In the event the committee makes
a report of its findings and recommendations, with suggestions for proposed
legislation, if any, such report shall be made on or before December 31, 2010.
The committee shall stand abolished on December 31, 2010.
