The
House Committee on Natural Resources and Environment offers the following
substitute
to HR 494:
A
RESOLUTION
Urging
public and private employers in the Atlanta metropolitan area to adopt flexible
hours for their employees in order to reduce traffic congestion; and for other
purposes.
WHEREAS,
the Atlanta metropolitan area is the second most congested area in the United
States; and
WHEREAS,
as the congestion has worsened, many companies no longer even consider Atlanta
as an option when deciding on places to locate; and
WHEREAS,
the quality of life for people in the Atlanta metropolitan area deteriorates as
lack of mobility steals time away from family and other pursuits and interests;
and
WHEREAS,
the state is facing a severe budget shortfall and transportation infrastructure
improvements cannot be adequately funded; and
WHEREAS,
public and private employers could become part of the solution to the traffic
congestion problem within the Atlanta metropolitan area by allowing employees to
work under a flexible scheduling arrangement; and
WHEREAS,
by allowing for flexible starting and ending hours, the traffic congestion in
the area could be greatly reduced.
NOW,
THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of
this body urge public and private employers in the Atlanta metropolitan area to
adopt flexible scheduling hours in order to vary starting and ending times for
their employees.
BE
IT FURTHER RESOLVED that the Clerk of the House of Representatives is authorized
and directed to transmit an appropriate copy of this resolution to the Office of
the Governor, the Metro Atlanta Chamber of Commerce, the Atlanta Regional
Commission, and the Georgia Chamber of Commerce.
