A BILL FOR AN ACT
relating to Feral Chickens.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that feral chickens have established themselves in communities throughout the State. They have become a nuisance, particularly in many suburban and urban communities, by trespassing into yards and gardens, digging up plants, damaging food crops, and jeopardizing native plants and resources in state parks. Feral roosters crow at all times of the day and night, which has led to numerous noise complaints by residents throughout the State. The increasing number of feral chickens also creates a road hazard for drivers, who must suddenly stop or swerve to avoid the chickens between state parks, city roads, and homes.
The legislature further finds that unsanitary droppings from feral chickens are a health concern. Feral chickens also carry diseases that threaten or kill native Hawaiian birds. There is fear that feral chickens will spread disease to domestic fowl and other wild birds.
The purpose of this Act is to reduce the feral chicken population in state parks by appropriating funds for the department of land and natural resources division of state parks to establish a program to eradicate feral chickens in state parks.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2021-2022 and the same sum or so much thereof as may be necessary for fiscal year 2022-2023 for the department of land and natural resources division of state parks to establish a program to eradicate feral chickens in state parks.
The sums appropriated shall be expended by the department of land and natural resources division of state parks for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2021.
