A BILL FOR AN ACT
relating to the community-based economic development program.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 210D, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§210D- Micro
enterprise assistance program on Hawaiian home lands revolving fund;
established. (a) There is established in the state treasury
the micro enterprise assistance program on Hawaiian home lands revolving fund,
into which shall be deposited:
(1) Appropriations
from the legislature;
(2) Federal grants
and subsidies to the State;
(3) Private
investments; and
(4) Voluntary
contributions.
(b) Moneys in the micro enterprise assistance
program on Hawaiian home lands revolving fund shall be used to provide grants
and loans to the following recipients through the implementation of the micro
enterprise assistance program:
(1) Qualified
native Hawaiians as defined by the Hawaiian Homes Commission Act of 1920 and
pursuant to title XII of the state constitution;
(2) Native
Hawaiian-controlled homestead associations with members who are qualified
native Hawaiians as defined by the Hawaiian Homes Commission Act of 1920 and
pursuant to title XII of the state constitution; and
(3) Hawaiian homestead associations' designated tax exempt community development corporations."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2021-2022 and the same sum or so much thereof as may be necessary for fiscal year 2022-2023 for deposit into the micro enterprise assistance program on Hawaiian home lands revolving fund.
SECTION 3. There is appropriated out of the micro enterprise assistance program on Hawaiian home lands revolving fund the sum of $ or so much thereof as may be necessary for fiscal year 2021-2022 and the same sum or so much thereof as may be necessary for fiscal year 2022-2023 for loans or grants issued pursuant to section 2012D- , Hawaii Revised Statutes, established by section 1 of this Act.
The sums appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2021.
