A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the fourteenth, fifteenth, and sixteenth representative districts.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2011-2012:
1. To be expended by the county of Kauai:
A. Wailua-Kapaa water systems, Kauai
Construction for Kapaa storage tank fire protection improvements.
Construction $3,000,000
Total funding $3,000,000
2. To be expended by the department of education:
A. Kauai high school, Kauai
Plans, design, and construction for a new gymnatorium.
Plans $1,000
Design $100,000
Construction $10,835,000
Total funding $10,936,000
3. To be expended by the department of transportation:
A. Wainiha bridge replacement project, Kauai
Construction for the bridge replacement project.
Construction $40,000,000
Total funding $40,000,000
4. To be expended by the department of agriculture:
A. East Kauai irrigation system, east Kauai water users' cooperative, Kauai
Operation and maintenance of the east Kauai irrigation system.
Operation and Maintenance $100,000
Total funding $100,000
5. To be expended by the department of land and natural resources:
A. Roadway reconstruction, mile marker 18 to Kalalau lookout, Kauai
Design and reconstruction to renovate and resurface roadway width varies from eighteen feet wide to twenty feet wide, including drainage improvements.
Design $50,000
Construction $7,950,000
Total funding $8,000,000
B. Polihale state park, Kauai
Plans and design for a study for site maintenance program for existing five-mile long access road to Polihale state park and possible realignment of existing access road over lands encumbered by the Agribusiness Development Corporation.
Plans $80,000
Design $120,000
Total funding $200,000
6. To be expended by the department of accounting and general services:
A. Kapaa library, Kauai
Design for a site feasibility study.
Design $250,000
Total funding $250,000
SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2011.
