A BILL FOR AN ACT

 

 

MAKING AN APPROPRIATION FOR THE SENIOR FARMERS' MARKET NUTRITION PROGRAM.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the senior farmers' market nutrition program provides low-income seniors with vouchers to exchange for eligible foods at farmers' markets, roadside stands, and community supported agriculture programs.  The senior farmers' market nutrition program has been running continuously since 2000 and, in 2014, provided fresh, nutritious, locally grown fruits, vegetables, honeys, and herbs to 4,524 seniors in the city and county of Honolulu and 1,518 seniors in Hawaii county.

     The legislature also finds that the senior farmers' market nutrition program benefits the State and its citizens by patronizing local farmers who raise locally sourced produce, by providing low-income seniors with fresh, healthy produce, and by supporting Hawaii's economy.  The program currently receives $502,732 annually from the Food and Nutrition Service of the United States Department of Agriculture.  Additional state funds would allow this program to expand its services to Kauai and Maui counties.

     The purpose of this Act is to appropriate moneys to the senior farmers' market nutrition program.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the senior farmers' market nutrition program, with a maximum of ten per cent to be used for administrative purposes, to provide low-income seniors with vouchers, or any other distribution model that is allowed by federal law, to exchange for eligible foods at farmers' markets, roadside stands, and community supported agriculture programs.

     The sums appropriated shall be expended by the department of labor and industrial relations for the purposes of this Act.

     SECTION 3.  The department of labor and industrial relations shall submit a report on the status of the senior farmers' market nutrition program to the legislature no later than twenty days prior to the convening of the regular session of 2016.  The report shall include but not be limited to:

     (1)  Expenditures made and the number of seniors served pursuant to this Act;

     (2)  The amount of federal moneys received for the program;

     (3)  Progress made, if any, to expand the program statewide;

     (4)  Future funding requirements; and

     (5)  All information required to be reported under 7 C.F.R. section 249.17(c), as applied to moneys appropriated pursuant to this Act.

     SECTION 4.  This Act shall take effect on July 1, 2015.
