HOUSE OF REPRESENTATIVES	H.B. NO.	1236
TWENTY-SEVENTH LEGISLATURE, 2013
STATE OF HAWAII

A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE fifth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $136,664,740 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the purpose of financing capital improvement projects for the fifth representative district, as follows:

1.   To be expended by the University of Hawaii:

          West Hawaii community college

     Construction of new classroom complex.

                   Total funding                     $ 20,000,000

2.   To be expended by the department of accounting and general services:

     A.   West Hawaii veterans' cemetery

     Materials to lay a two inch driscoll line from a subdivision four miles away from the cemetery to the cemetery.

                   Total funding                     $ 500,000

     B.   Animal community center in North Kona district, Hawaii

     Design and construction of the center.

                   Total funding                     $    1,500,000

     C.   Kona community hospital

     Planning, demolition, renovations, and construction.

                   Total funding                     $     10,000,000

3.   To be expended by the department of

     land and natural resources:

          Irrigation system in Ka'u district,

          Hawaii Repair, maintenance, and

          expansion.

                   Total funding                     $ 2,500,000

4.   To be expended by the judiciary:

          Kona judiciary complex

     Design, engineering, and construction.

                   Total funding                     $ 90,000,000

5.   To be expended by the department of education:

          Konawaena high school

     Track improvements and football field turf installation.

                   Total funding                     $ 3,500,000

6.   To be expended by the department of Hawaiian

     home lands:

          Community center and medical clinic complex

A.   Off-site infrastructure development.

                   Total funding                     $ 985,900

B.   Phase one entry road infrastructure construction.

                   Total funding                     $ 1,623,400

C.   Phase one medical clinic infrastructure construction.

                   Total funding                     $ 3,288,940

D.   Phase one community center infrastructure construction.

                   Total funding                     $ 2,766,500

     SECTION 2.  The sum appropriated for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2016, shall lapse as of that date.

     SECTION 3.  The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2013.
