A BILL FOR AN ACT
relating to health.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the office of health care assurance is the State's regulatory agency that performs onsite licensing inspections of all health care facilities in Hawaii to ensure the health and safety of the public and facility compliance with licensing requirements. The office of health care assurance's current licensure and survey process is highly manual, as license applications and required information are usually submitted in hardcopy form. Also, some surveyors use manual writing utensils and reference materials to conduct and document survey inspections, then type them and mail them to applicants and licensees.
Pursuant to Act 213, Session Laws of Hawaii 2013, the department of health is required to post on its website electronic copies of reports for all inspections it performs beginning on January 1, 2015, of certain state-licensed care facilities. However, the law implies that these reports must be scanned copies of hardcopy reports, rather than electronic reports uploaded directly to the website. The legislature finds that these are examples of processes that can be improved through automation and technology.
The purpose of this Act is to appropriate funds to modernize the office of health care assurance's business processes to include the implementation of a robust management information system, computer-based survey processes, adequate data capture and report generation, and streamlined business transactions.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 to modernize the office of health care assurance's business processes to include the implementation of a robust management information system, computer-based survey processes, adequate data capture and report generation, and streamlined business transactions.
The sums appropriated shall be expended by the office of information management and technology for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2015.
