A BILL FOR AN ACT

 

 

relating to the capital improvement projects for the benefit of the sixth representative district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $139,265,250 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2017-2018 for the purpose of financing capital improvement projects for the sixth representative district, as follows:

1.   To be expended by the department of transportation:

     A.   Ellison Onizuka Kona International Airport at Keahole.

          Federal inspection station.

                   Total funding                     $   50,000,000

     B.   Ellison Onizuka Kona International Airport at Keahole.

          Agricultural inspection station.

          Planning and design                        $      750,000

          Construction                               $    8,000,000

                   Total funding                     $    8,750,000

2.   To be expended by the University of Hawaii:

     A.   Construction of phase 2 of the University of Hawaii's

          Hawaii Community College

          Palamanui campus.

                   Total funding                     $ 20,000,000

     B.   Ground work and site improvements for trades and apprenticeship program.

                   Total funding                     $    800,000

     C.   Renovations and equipment to convert existing classroom into a physics laboratory.

                   Total funding                     $    200,000

3.   To be expended by the department of business, economic development, and tourism:

          Natural energy laboratory of Hawaii authority.

          Design and construction of seawater system upgrades and improvements.

                   Total funding                     $  5,200,000

4.   To be expended by the department of Hawaiian home lands:

          Villages of Laiopua water source development.

     A.   Phase 1.

                   Total funding                     $  2,620,000

     B.   Phase 2.

                   Total funding                     $  4,255,250

5.   To be expended by the department of health:

          Kona community hospital.

     A.   Relocating clinical laboratory.

                   Total funding                     $  1,500,000

     B.   Ceiling mitigation.

                   Total funding                     $  1,000,000

     C.   Heating and air conditioning upgrades.

                   Total funding                     $    500,000

6.   To be expended by the charter school commission:

          West Hawaii explorations academy.

          Design and construction of a servery and food science laboratory building.

                   Total funding                     $  1,735,000

7.   To be expended by the department of education:

     A.   Kealakehe high school.

          Design and construction of all-weather synthetic track.

                   Total funding                     $  1,500,000

     B.   Kealakehe high school.

          Planning and design for performing arts and student activities center.

                   Total funding                     $  1,800,000

     C.   Kealakehe intermediate school.

          Roof cover for play court.

                   Total funding                     $  1,800,000

     D.   Kealakehe intermediate school.

          Aquaponics/hydroponics area construction.

                   Total funding                     $    650,000

     E.   Kealakehe elementary school.

          Cooking kitchen.

                   Total funding                     $  1,350,000

     F.   Kahakai elementary school.

          Roof cover for play court.

                   Total funding                     $  1,800,000

     G.   Kahakai elementary school.

          Connecting bridge walkway between A-building and B-building for ABR, ADA compliance.

                   Total funding                     $  2,000,000

     H.   Kahakai elementary school.

          Elevated second story walkway from A-building to B-building.

                   Total funding                     $    320,000

     I.   Kahakai elementary school.

          Steel roof for basketball court.

                   Total funding                     $    300,000

     J.   Holualoa elementary school.

          Design and construction of modular classroom building.

                   Total funding                     $    470,000

     K.   Holualoa elementary school.

          Install perimeter fence.

                   Total funding                     $    565,000

8.   To be expended by the department of defense:

          West Hawaii veteran's center.

          Plans and design for a new veteran's center in West Hawaii, including provisions for a new veteran's administration center and a community-based outpatient clinic.

          Planning and design (FY'18)                $    850,000

          Construction (FY'19)                       $ 11,300,000

                   Total funding                     $ 12,150,000

9.   To be expended by the department of land and natural resources:

     A.   Honokohau small boat harbor improvements phase 3.

                   Total funding                     $  4,500,000

     B.   Honokokau wastewater systems improvements.

                   Total funding                     $  3,050,000

     C.   Kailua-Kona wharf loading dock improvements.

                   Total funding                     $  1,200,000

     D.   Rehabilitation of historic Kaelemakule-Magoon house complex at Kekaha Kai state park.

                   Total funding                     $  2,500,000

10.  To be expended by the judiciary:

          Furniture, fixtures, and equipment for Kona courthouse.

                   Total funding                     $  6,750,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2017.
