A BILL FOR AN ACT
Relating to capital improvement projects for the benefit of the sixteenth representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2013-2014.
1. To be expended by the county of Kauai:
A. Kilauea school waterline improvements, Kauai
Construction for the installation of a waterline along Kuhio highway to Kilauea school then connection to existing waterline.

Total funding $1,300,000
B. Hanapepe/Eleele waterline improvements, Kauai
Design and construction of a water main along Hanapepe road, Puna road and Kaumualii highway.
Design $2,000,000
Construction $2,000,000
Total funding $4,000,000
C. Wailua-Kapaa storage improvements, Kauai
Design and construction of new storage tank for fire
protection improvements.
Design $4,000,000
Construction $4,000,000
Total funding $8,000,000
D. Kapaa homestead well, Kauai
Construction for the drilling, testing, and development of a water well at the Ornellas tank site to support affordable housing infrastructure development.
Construction $4,000,000

E. Kekaha shaft, Kauai
Design and construction of a new water source and connection pipeline for the Kekaha water system to support affordable housing infrastructure development.

Design and construction for 12 inch 16 inch water
mains along Kahuna road to support affordable housing
infrastructure development.

2. To be expended by the department of land and natural resources:
A. Kikiaola small boat harbor, Kauai
Construction of the Kikiaola small boat harbor.

B. Camp ten access road, Kauai
Plans, design, and construction for the renovation of camp ten access road.
Plans $25,000
Design $50,000
Construction $425,000

3. To be
expended by the department of transportation:
A. Kaumualii highway, bridge
number 7E, Kauai
Design for the rehabilitation or replacement of bridge.
Design $725,000

B. Kaumualii highway, Hanapepe river bridge, Kauai
Design and land acquisition for the rehabilitation or replacement of bridge.
Design $2,500,000
Land Acquisition $100,000
Total funding $2,600,000
SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act. SECTION 3. This Act shall take effect on July 1, 2013.
