A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the Fourteenth, fifteenth, and sixteenth representative districts.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $22,110,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of financing capital improvement projects for the county of Kauai, as follows:
For the fourteenth district:
1. To be expended by the department of education:
A. Kapaa high school, Kauai.
Design and construction of parking lot improvements.

2. To be expended by the department of accounting and general services:
A. Samuel Mahelona memorial hospital, Kauai.
Design, construction, and equipment for a computed tomography scanner room.

D. Kokee and Waimea Canyon state park complex, Kauai.
Construction for repair and repaving of paved roads, unpaved roads, and parking areas; slope erosion mitigation, parking area paving, and repair of pathways, lookouts, comfort stations, water systems, and parking areas at Puu Hinahina lookout; water system repairs to service lines to lease lots, repair and replacement of service lines to the camp and baseyard, and well pump and storage tank repairs and replacement at the civilian conservation corps camp.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. The sums appropriated shall be expended by the designated expending agencies for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2019.
