A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the Fourteenth, fifteenth, and sixteenth representative districts.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $22,110,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of financing capital improvement projects for the county of Kauai, as follows:

For the fourteenth district:

1.   To be expended by the department of education:

     A.   Kapaa high school, Kauai.

          Design and construction of parking lot improvements.

     Total funding                     $2,550,000

2.   To be expended by the department of accounting and general services:

     A.   Samuel Mahelona memorial hospital, Kauai.

          Design, construction, and equipment for a computed tomography scanner room.

Design                                 $  150,000

Construction                           $1,350,000

Equipment                              $  800,000

     Total funding                     $2,300,000

3.   To be expended by the county of Kauai:

     A.   Homestead Community Development Corporation, Kauai.

          Plans and design for an Anahola public sports complex.

     Total funding                     $  500,000

For the fifteenth district:

1.   To be expended by the department of accounting and general services:

     A.   Wilcox elementary school, Kauai.

          Plans, design, and construction for new boys and girls restrooms in the cafeteria.

     Total funding                     $  400,000

     B.   Kauai high school, Kauai.

          Construction for renovations to the girls locker room, including the showers and restroom.

          Plans, design, and construction for renovations for boys and girls restrooms.

2.   To be expended by the department of transportation:

     A.   Kuhio highway near 3-4684 Kuhio highway, Kauai.

          Plans, design, and construction for widening of Kuhio highway near 3-4684 Kuhio highway.

     B.   Kuhio highway near 3-4684 Kuhio highway, Kauai.

For the sixteenth district:

1.   To be expended by the department of education:

     A.   Kekaha elementary school, Kauai.

          Construction for certain repairs and maintenance of school buildings, including replacing the stage curtain in the cafeteria, new carpets, new floor tiling, basketball court resurfacing, replacing the roof, and replacing termite-damaged beams and posts.

2.   To be expended by the county of Kauai:

     A.   Salt Pond beach park, Kauai.

          Construction of facility repair and renovations.

     B.   Hanapepe stadium, Kauai.

          Construction of a ticket booth, a food booth, and comfort stations.

Construction                           $1,500,000

     Total funding                     $1,500,000

     C.   Spouting Horn park, Kauai.

          Construction of facilities upgrades and improvements.

Construction                          $   500,000

     Total funding                    $   500,000

     D.   Knudsen park, Kauai.

          Construction for resurfacing of basketball and tennis courts.

Construction                          $   400,000

     Total funding                    $   400,000

     E.   Waimea high school, Kauai.

          Design and construction for tennis court resurfacing, nets, fencing, windscreens, lighting upgrades, and new lighting.

Design                                 $   70,000

3.   To be expended by the department of land and natural resources:

     A.   Russian Fort Elizabeth state historical park, Kauai.

          Construction of new pavement for service roads and repairs for comfort stations, pathways, interpretive displays, and service roads.

     B.   Awaawapuhi trail, Kauai.

          Plans, design, land acquisition, and construction for a parking lot extension.

     C.   Polihale state park, Kauai.

          Construction for repair of entry roadway, including bridges and crossings, repair and replacement of water system lines and connections, repair and replacement of sewer system, and repair of comfort stations, pavilions, and internal roadways.

     D.   Kokee and Waimea Canyon state park complex, Kauai.

          Construction for repair and repaving of paved roads, unpaved roads, and parking areas; slope erosion mitigation, parking area paving, and repair of pathways, lookouts, comfort stations, water systems, and parking areas at Puu Hinahina lookout; water system repairs to service lines to lease lots, repair and replacement of service lines to the camp and baseyard, and well pump and storage tank repairs and replacement at the civilian conservation corps camp.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  The sums appropriated shall be expended by the designated expending agencies for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2019.
