A BILL FOR AN ACT
RELATING TO EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) There is established a five-year pilot program, to be implemented by the Hawaii teacher standards board, to provide an apprenticeship educational pathway for teacher licensure or staff certification for cultural practitioners in lieu of traditional educational requirements that integrates cultural expertise and traditional curriculum with core teaching strategies at certain public charter schools.
(b) The Hawaii teacher standards board shall administer the pilot program at Waimea middle public conversion charter school and Kanu o Ka Aina new century public charter school.
(c) The Hawaii teacher standards board shall collaborate with the Kaho‘iwai Center for Adult Teaching and Learning to license or certify teachers through the pilot program.
(d) The Hawaii teacher standards board may collaborate with various state educational boards and providers, including the University of Hawaii, department of labor and industrial relations workforce development division, and board of education in developing the appropriate curriculum in administering the pilot program.
(e) The pilot program shall maintain specific strategic goals, including the following:
(1) Implementing research-based practices and working with veteran teachers as mentors;
(2) Strengthening the local community through a comprehensive offering of skilled trades; and
(3) Improving quality of instruction, including using the process of integrated culture-based learning.
(f) The pilot program shall provide financial support for its participants based on requirements determined by the Hawaii teacher standards board.
(g) The Hawaii teacher standards board shall
submit a report of its findings and recommendations, including any proposed
legislation, to the legislature no later than twenty days prior to the
convening of the regular session of 2028.
(h) The pilot program shall terminate on June 30, 2028.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the implementation of the pilot program established pursuant to Section 1 of this Act.
The sums appropriated shall be expended by the Hawaii teacher standards board for the purposes of this Act; provided that the appropriation shall not lapse at the end of the fiscal year for which the appropriation is made; provided further that all moneys from the appropriation that are unencumbered as of June 30, 2026, shall lapse on that date.
SECTION 3. This Act shall take effect on June 30, 3000.
