A BILL FOR AN ACT
relating to education.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that financial literacy is among the many critical life skills needed for success. Historically, life skills curriculums have not always covered personal finance classes or financial literacy classes. In a time where the cost of living is one of the most important issues facing Hawaii residents, it is crucial that our students begin learning the basics of sound financial literacy in high school so that they can start adulthood with a firm understanding of what it'll take to reach their financial goals later in life.
The purpose of this Act is to require all public high school students to take one financial literacy class before graduation.
SECTION 2. SECTION 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§302A- Financial
literacy. (a) Beginning with the graduating class of 2024 a student
must complete one financial literacy course credit at the high school level in
order to graduate.
(b) A
financial literacy course offered shall:
(1)
Be of high quality;
(2)
Meet or exceed the curriculum standards and requirements established by the
State board of education; and
(3)
Be made available in a traditional classroom setting, blended learning
environment, online-based, or other technology-based format that is tailored to
meet the needs of each participating student."
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
