A BILL FOR AN ACT
Relating to Transportation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The director of transportation shall conduct a study examining the feasibility of establishing a fifth lane of travel on the ocean side of Farrington highway in Nanakuli from Kahe point to Mohihi street, to be used for contraflow during rush hour and requiring relocation of the existing railroad. The study shall consider:
(1) A cost-benefit analysis of establishing the fifth contraflow lane and relocating the existing railroad;
(2) Identification and evaluation of desired, intended, and possibly unintended effects of establishing this fifth contraflow lane and relocating the existing railroad;
(3) A comprehensive review of previous West Oahu traffic flow studies and any other factors the director deems appropriate and relevant, such as:
(A) Communities and areas of Oahu affected;
(B) Population densities and growth of those communities;
(C) Existing patterns and trends in traffic flows and densities;
(D) Existing peak and off-peak usage and flows under varying conditions, including seasonal and weather considerations;
(E) Peak carrying capacity of Farrington highway and the surrounding feeder highways and roads at current usage patterns; and
(F) All these patterns compared with projected patterns and usage if a fifth contraflow lane is established;
(4) A review of alternatives for improving regional connectivity and reducing travel time; and
(5) Any other issues deemed necessary or relevant by the director of transportation.
(b) The director of transportation may consult with the various counties and any other agency or private entity that it deems appropriate to conduct the study.
SECTION 2. The director of transportation shall submit a report of findings and recommendations of the feasibility study, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2016.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $50,000 or so much thereof as may be necessary for fiscal year 2015-2016 for the feasibility study required by this Act, including the retention of necessary and appropriate consultants and professionals.
The sum appropriated shall be expended by the department of transportation for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2015.
