A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-eighth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $63,187,500 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the thirty-eighth representative district, as follows:
1. August Ahrens Elementary School
Construction and equipment for repainting the exterior and interior of the main cafe and the two powerhouses.
Construction $195,000
Equipment $5,000
Total funding $200,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. August Ahrens Elementary School
Plans, design, construction, and equipment for a new cooling system for building M, including electrical upgrades and related improvements and ground and site improvements.
Total funding $1,250,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. August Ahrens Elementary School
Plans, design, construction, and equipment for a new school-wide unified communication bell and public address system, including ground and site improvements.
Total funding $650,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. August Ahrens Elementary School
Plans, design, construction, and equipment for phase 2 of the whole school renovation, including ground and site improvements.
Total funding $1,300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. August Ahrens Elementary School
Plans, design, construction, and equipment for re-keying the whole school to a card system.

Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Honowai Elementary School
Plans, design, construction, and equipment for covered walkways connecting buildings to cafeteria.

Total funding $1,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Waipahu Elementary School
Construction and equipment for air conditioning for classrooms.
Construction $130,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Waipahu Elementary School
Plans, design, and construction for cafeteria expansion, renovation, and improvements.
Plans $4,000,000
Design $1,500,000
Construction $12,000,000
Total funding $17,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Waipahu High School
Construction for a multipurpose athletic court improvement project, including resurfacing the current courts, which have created a safety issue for students.

Total funding $1,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Waipahu High School
Construction for phase 2 of campus painting.
Construction $600,000
Total funding $600,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
11. Waipahu High School
Construction for replacement of broken gym bleachers.
Construction $2,000,000
Total funding $2,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
12. Waipahu High School
Design and construction for re-keying of all exterior locks on campus.
Design $93,750
Construction $343,750
Total funding $437,500
The sum appropriated for this capital improvement project shall be expended by the department of education.
13. Waipahu Intermediate School
Design and construction for completing the DREAMS Building.
Design $504,000
Construction $35,496,000
Total funding $36,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2022.
