A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the first representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The first representative district encompasses the area of North Kohala, South Kohala, Hamakua, North Hilo, and South Hilo.
The purpose of this Act is to appropriate funds for capital improvement projects for the first representative district.
SECTION 2. The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2009-2010:
1. To be expended by the department of accounting and general services:
A. Haaheo school
Plans, design, and construction for pedestrian safety improvement.
Install sidewalk along Haaheo road that leads to the school.
Plans $ 5,000
Design 5,000
Construction 50,000
Total funding $ 60,000
B. Paauilo school
Plans, design, and construction for pedestrian safety improvement.
Install sidewalk along Hauola road that leads to the school.
Plans $ 7,000
Design 7,000
Construction 75,000
Total funding $ 89,000
C. Hilo high school
Complete construction of new gymnasium and civil defense improvements.
Total funding $ 10,000,000
2. To be expended by the University of Hawaii:
A. Plans, design, and construction for
North Hawaii education center.
Total funding $ 1,500,000
3. To be expended by the Hawaii Health Systems Corporation:
A. Kohala hospital, Hawaii
Design, construction, and equipment for emergency room expansion and renovation.
Design $ 275,000
Construction 2,499,000
Equipment 1,000
Total funding $ 2,775,000
4. To be expended by the department of agriculture:
A. Kohala Ditch, Hawaii
Interim repairs to restore agricultural water to agricultural operations in North Kohala.
Two pipes installed from Hawi weir to Hawi intake. $ 632,000
Miscellaneous fixtures, design, and concrete work. 308,000
Pipe, fixtures, design, and concrete work from Havi intake to reservoir #3 intake. 560,000
Total funding $ 1,500,000
B. Kohala Ditch, Hawaii
Dam safety repairs to reservoir #3 in North Kohala.
Plan and design $ 150,000
Construction 1,500,000
Total funding $ 1,650,000
C. Kohala Ditch, Hawaii
Miscellaneous repairs to open ditch section in North Kohala, including gunnite reinforcement and hardening of ditch structures.
Plan and design $ 20,000
Construction 300,000
Total funding $ 320,000
SECTION 3. The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the designated expending agency for the purposes of this Act. SECTION 4. This Act shall take effect on July 1, 2009.
