A BILL FOR AN ACT

 

 

RELATING TO THE INTERISLAND TRANSPORT OF HYDROGEN.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that hydrogen can be produced from diverse domestic resources with the potential for near-zero greenhouse gas emissions.  Once produced, hydrogen generates electrical power in a fuel cell, emitting only water vapor and warm air, thereby making its use as a clean fuel source promising for stationary and transportation energy sectors.  Additionally, hydrogen can be produced domestically from resources like natural gas and renewable sources like solar energy, wind, and biomass.  When used to power highly efficient fuel cell electric vehicles, hydrogen has enormous potential for strengthening national energy security, conserving petroleum, and diversifying the State's transportation energy options, creating a more resilient system.

     The purpose of this Act is to authorize the public utilities commission to establish a discounted rate by tariff for water carriers that engage in the interisland transport of renewable hydrogen.

     SECTION 2.  Chapter 271G, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§271G-    Discounted rate; interisland transport of renewable hydrogen.  The public utilities commission may establish a discounted rate by tariff for water carriers that engage in the interisland transport of renewable hydrogen.  The process for tariff filings of water carriers for the discounted rate may be established by the public utilities commission."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2040.
