A BILL FOR AN ACT

 

 

RELATING TO HEALTH.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established a cesspool system demonstration pilot program within the University of Hawaii's water resources research center for administrative purposes.  The pilot program shall include:

     (1)  Implementation and demonstration of an economically feasible solution for the conversion of cesspools in the State; provided that any cesspool system demonstration project implemented pursuant to this Act shall be implemented in upcountry and shoreline areas of Maui county; provided further that any cesspool system demonstration project implemented pursuant to this Act shall include a cesspool assigned as a priority level one cesspool in the department of health's December 2017 report to the legislature entitled "Relating to Cesspools and Prioritization for Replacement";

     (2)  Administration of four to six cesspool conversion demonstration projects, which shall be overseen by the University of Hawaii's water resources research center; and

     (3)  Documentation, validation, and summarization by the University of Hawaii's water resources research center of the various tests, research, and outcomes of each cesspool system demonstration project.

     (b)  The University of Hawaii shall submit an annual report to the legislature not later than twenty days prior to the convening of each regular session for the duration of the pilot program.  The reports shall include information on the cesspools converted pursuant to the pilot program, the costs incurred to convert each cesspool, recommendations on how to improve the efficiency of the pilot program, whether the pilot program should be made permanent, and any other recommendations the University of Hawaii's water resources research center deems appropriate.

     (c)  The pilot program shall cease to exist on June 30, 2025.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 to implement the cesspool system demonstration pilot program established pursuant to this Act.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
