A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Eighteenth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $134,580,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the eighteenth representative district, as follows:
1. Aina Haina elementary school, Oahu
Construction for the installation of additional playground equipment for new programs; ground and site improvements.
Construction $60,000
Total funding $60,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Aina Haina elementary school, Oahu
Design and construction for a parking lot on the mauka side of the school; ground and site improvements.
Design $200,000
Construction $800,000
Total funding $1,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Aina Haina elementary school
Design and construction for a new roof for buildings H and I.
Design $50,000
Construction $850,000
Total funding $900,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Aina Haina elementary school, Oahu
Design and construction for an electrical system upgrade to install air conditioning and virus filtration systems in all classrooms; ground and site improvements.
Design $350,000
Construction $3,150,000
Total funding $3,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.

Design and construction for fencing around the perimeter of the school; ground and site improvements.

Design and construction for the extension of the administration building for additional meeting space; ground and site improvements.

Design and construction for an all-weather rubberized fitness trail around perimeter of school; ground and site improvements.

Design, construction, and equipment for improvements to communications network infrastructure for student learning and safety.

Design and construction for erosion mitigation measures, fencing and gate improvements at football stadium and baseball/softball fields; ground and site improvements.

Design and construction for bleachers for tennis stadium; ground and site improvements.

Design and construction for renovation of the athletic complex; repair of the swimming pool, water pump system, concrete, bleachers, and gate; resurfacing of the deck; installation of bleachers, safety railings, and LED lights; ground and site improvements.

Design, construction, and equipment for renovation of the weight training facility.

Design, construction, and equipment for new performing and visual arts complex, including 1,500 seat auditorium, innovation/STEM/scene shop, dance studio, film production and broadcast studios, and graphic arts room; and ground and site improvements.

18. Niu Valley middle school, Oahu
Design and construction for a new roof for buildings B, C, G, H, I, and J, with building G being the highest priority.

Design and construction for installation of air-conditioning in thirty-four classrooms; ground and site improvements.

Design and construction for installation of water fountain/filling stations on upstairs building balconies and locker room.

Design and construction for new bridges over Wailupe stream to improve flood control in Aina Haina.

The sum appropriated for this capital improvement project shall be expended by the department of transportation.

Design for storm drain improvements to alleviate residential flooding in Wailupe.

The sum appropriated for this capital improvement project shall be expended by the department of transportation.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2022.
