A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Forty-eighth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $93,305,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the forty-eighth representative district, as follows:
Design and construction for covered walkway bridge connecting building C and E, including an elevator for accessibility.
Design $80,000
Construction $420,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Benjamin Parker elementary school
Design and construction for parking lot expansion and student drop off area.
Design $70,000
Construction $430,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Castle high school
Design and construction for resurfacing of the all-weather track and artificial turf football field.
Design $80,000
Construction $3,420,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Kahaluu elementary school
Construction for new playground equipment.
Construction $200,000

Design and construction for campus covered walkways at buildings B, C, and cafeteria.

Design and construction for covered playcourt with simple A-frame roof and appropriate lighting

7. Samuel Wilder King intermediate school
Design and construction for campus covered walkways and sidewalk safety repairs, including buildings A, D, F, H, I, and N.

8. Samuel Wilder King intermediate school
Design and construction for replacing science table waterlines, replace downspouts, and repair termite damage at building C.

Plans, design, construction, and equipment for a new track; ground and site improvements; and equipment and appurtenances.

Land for the Kaneohe Pali to Loi project.

17. Windward community college
Construction for HVAC and fume hood system replacement and water filtration repairs at 5988 Imiloa.

The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.
18. Windward community college
Design and construction for address and repair active leaks at 5980 Hale Naauao, 5977 Hale Manaleo, and 5979 Manaopono.

Design and construction for campus wide fire alarm upgrades and replacement.

Design and construction for reroofing of 5978 Hale Kuhina to address active leaks and replace wood beams with termite damage.

Design and construction for reroofing of 5991 Hale Palanakila to address active leaks.

The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2022.
