STATE OF HAWAII

A BILL FOR AN ACT

relating to the special assistant to the governor for entrepreneurship and innovation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that due to the COVID-19 pandemic, the small business community has suffered tremendous economic loss. Due to the lack of tourists arriving in the state, as well as the subsequent economic downturn, there has never been a greater need for small business assistance, leadership, and vision.

The legislature further finds that the office of the governor of Hawaii could benefit from the addition of an advisor specifically attuned and directed towards economic development.

The purpose of this Act is to assist in the job creation process by creating a special assistant to the governor of the state of Hawaii for entrepreneurship and innovation.

SECTION 2. The Hawaii Revised Statutes is amended by adding a new chapter to be appropriately designated and to read as follows:

"Chapter .

SPECIAL ASSISTANT TO THE GOVERNOR FOR ENTREPRENEURSHIP AND INNOVATION.

There is established within the office of the governor a special assistant to the governor for entrepreneurship and innovation. This position shall serve the need of the small business community through advising the governor on promotion, planning, and the providing of services to assist small businesses in understanding and participating in job growth through permit application processing and public procurements in the State."

SECTION 3. This Act shall take effect on July 1, 2022.
