A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Forty-first REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $122,600,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the forty-first representative district, as follows:
1. East Kapolei middle school, Oahu
Design, construction, and equipment for phase three construction; ground and site improvements; and equipment and appurtenances.
Design $500,000
Construction $25,000,000
Equipment $500,000
Total funding $26,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Ewa Beach performing arts center, Oahu
Plans, land aquisition, design, construction, and equipment for phase one of a new performing arts center; ground and site improvements; equipment and appurtenances.

Land $1,000
Design $1,498,000
Construction $20,000,000
Equipment $1,000
Total funding $21,600,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. James Campbell high school, Oahu
Plans, design, and construction for four athletic locker rooms, two physical education locker rooms, ten classrooms on top of locker rooms, and tennis courts.

Construction $74,300,000
Total funding $75,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2020.
