A BILL FOR AN ACT
RELATING TO TRANSPORTATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of transportation shall conduct a feasibility study on the construction of an alternative access road to be built mauka of Farrington highway beginning at Lualualei Naval Magazine road that provides access into and out of the leeward coast of Oahu. The study shall include at least the following:
(1) A cost-benefit analysis of establishing the mauka alternative access road;
(2) Identification and evaluation of desired, intended, and possibly unintended effects of establishing this mauka alternative access road;
(3) Identification and evaluation of any other potential alternative access routes into the leeward coast that would be more cost-beneficial than the mauka alternative access road;
(4) A review of previous studies conducted to identify alternative access routes and determine the feasibility of establishing these routes into and out of the leeward coast; and
(5) Any other issues deemed necessary or relevant by the director of transportation.
SECTION 2. The director of transportation shall undertake a study to develop a comprehensive set of recommendations for improving traffic flow in the Central Oahu corridor. The study shall include:
(1) A comprehensive review of Central Oahu traffic flow studies and any other factors the director deems appropriate and relevant, such as:
(A) Communities and areas of Oahu affected;
(B) Population densities and growth of those communities;
(C) Existing patterns and trends in traffic flows and densities;
(D) Existing peak and off-peak usage and flows under varying conditions, including seasonal and weather considerations;
(E) Peak carrying capacity of the H-2 freeway and Kamehameha highway and the surrounding feeder highways and roads at current usage patterns; and
(F) All these patterns compared with projected patterns and usage if contraflow lanes were utilized on any of these thoroughfares; and
(2) A review of alternatives for improving regional connectivity and reducing travel time.
SECTION 3. Chapter 286, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:
"§286- Major accident investigation team; establishment; duties. (a) The chief of police of each county with a population of five hundred thousand or more shall coordinate with the director to form a major accident investigation team.
(b) Each major accident investigation team shall include personnel from the county police department and the department of transportation as may be necessary to expeditiously process and complete major accident investigations in order to minimize traffic disruption that may be caused by the major accident investigation.
(c) The chief of police and the director shall establish criteria for determining the scope of the major accident investigation team's responsibilities and procedures to thoroughly and expeditiously investigate major accidents and minimize related traffic delays."
SECTION 4. The director of transportation shall submit a written report of findings and recommendations, including any proposed legislation related to the studies conducted pursuant to sections 1 and 2, to the legislature no later than thirty days prior to the convening of the regular session of 2015.
SECTION 5. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2014-2015 for:
(1) A feasibility study on the construction of an alternative access road to be built mauka of Farrington highway beginning at Lualualei Naval Magazine road that provides access into and out of the leeward coast of Oahu;
(2) A review of Central Oahu traffic studies and alternatives for improving traffic flow in the Central Oahu corridor; and
(3) Costs associated with the establishment of major accident investigation teams in counties affected by this Act.
The sum appropriated shall be expended by the department of transportation for the purposes of this Act.
SECTION 6. New statutory material is underscored.
SECTION 7. This Act shall take effect on July 1, 2030.
