A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Forty-fourth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $42,292,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the forty-fourth representative district, as follows:
Plans, design, and construction for renovation of the kindergarten restrooms consisting of twelve restrooms/stalls located in A-Building.
Plans $25,000
Design $25,000
Construction $300,000
Total funding $350,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Nānāikapono elementary school
Construction for renovations to all of the boys' and girls' restrooms.
Construction $30,000
Total funding $30,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Nānāikapono elementary school
Equipment and appurtenances for a small bus to pick up students without transportation to ensure equitable access to education.
Equipment $115,000
Total funding $115,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Nānāikapono elementary school
Equipment and appurtenances for installation of four water bottle fill stations located in L-Building corridor (one station); A-Building (three stations--one in the administration wing; one in student support center; one in A-Building corridor).
Equipment $12,000
Total funding $12,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Nānāikapono elementary school
Plans and equipment and appurtenances for landscaping for the front and back entrance, including a new sprinkler system for the campus.
Plans $15,000
Equipment $70,000
Total funding $85,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Nānākuli elementary school
Construction for exterior and interior painting of the school due to the age of the paint and wear and tear from the external elements such as wind, sea water, heat, and sun.
Construction $1,000,000
Total funding $1,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
7. Nānākuli elementary school
Equipment and appurtenances for installation of an irrigation system for the upper field.
Equipment $500,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
8. Nānākuli elementary school
Equipment and appurtenances for upgrades to the lighting system for the cafeteria, office, and library.
Equipment $200,000
Total funding $200,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Nānākuli high and intermediate school
Design, construction, and equipment and appurtenances for a performing arts center at Nānākuli high and intermediate school.
Design $5,000,000
Construction $34,000,000
Equipment $1,000,000
Total funding $40,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2023.
