A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Forty-ninth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $35,200,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the forty-ninth representative district, as follows:
1. Benjamin Parker elementary school, Oahu
Design and construction for electrical upgrades with new transformer and panel board to provide enough electrical support to window AC units.
Design $80,000
Construction $600,000
Total funding $680,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Benjamin Parker elementary school, Oahu
Design, construction, and equipment and appurtenances for a new elevator to provide safe access to buildings C, D, and H for students, faculty, and visitors.
Design $85,000
Construction $1,815,000
Equipment $100,000
Total funding $2,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Castle high school, Oahu
Design and construction for agricultural farm expansion to accommodate increased ideas into farm education.

Total funding $6,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Castle high school, Oahu
Design and construction for auto shop expansion.

5. Kāne‘ohe elementary school, Oahu
Plans, design, and construction for a covered deck extending off the cafeteria to safely accommodate additional student dining stations during inclement weather.

The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Kāne‘ohe elementary school, Oahu
Plans, design, and construction for covered play court and ground site improvements.

7. King intermediate school, Oahu
Design and construction for a covered walkway.

Design, construction, and equipment and appurtenances for replacement of gym flooring and bleacher seating.

The sum appropriated for this capital improvement project shall be expended by the department of education.
9. Pū‘ōhala school, Oahu
Design and construction for expansion of a parking lot for staff and visitors.

The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Pū‘ōhala school, Oahu
Design and construction for slope stabilization.
Design $80,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
11. Hawai‘i state hospital, Oahu
Plans and equipment and appurtenances for various improvements including upgrade of the lower campus CCTV cameras from analog to IP.

Total funding $5,000,000
The sum appropriated for this capital improvement project shall be expended by the department of health.
12. Windward community college, Oahu
Construction and equipment and appurtenances for repairs and replacement of existing HVAC system for Hale Imiloa (science building).
Construction $10,999,000
Equipment $1,000
Total funding $11,000,000
The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2023.
