A BILL FOR AN ACT
RELATING TO DISASTER PREPAREDNESS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. (a) The department of education, in collaboration with the Hawaii emergency management agency, shall establish a pilot program to retrofit department of education buildings to meet or exceed the various building codes established for enabling a building to withstand the weather conditions of a category three hurricane with sustained winds of one hundred eleven to one hundred twenty-nine miles per hour on the Saffir-Simpson Hurricane Wind Scale.
(b) The department of education shall select one school in each of the four largest counties to be part of the pilot program and, in collaboration with the Hawaii emergency management agency, make a determination of buildings at the selected schools suitable for use as disaster shelters pursuant to structural assessments in accordance with the Report of Recommended Statewide Public Hurricane Shelter Criteria, Hurricane Shelter Criteria Committee, State Civil Defense.
(c) As part of the pilot program, the Hawaii emergency management agency shall determine any sources of federal funding that may be obtained to assist with retrofitting selected buildings to withstand the conditions of a category three hurricane.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of retrofitting department of education buildings to withstand a category three hurricane pursuant to section 1 of this Act.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.
SECTION 4. The sum appropriated shall be expended by the department of education for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2050.
