A BILL FOR AN ACT
RELATING TO HIGHER EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Pursuant to Senate Concurrent Resolution No. 156, S.D. 1, adopted during the regular session of 2012, the legislature urged the creation of an exploratory committee to consider the feasibility of and necessary resources for establishing an international aviation training center at the Hilo international airport and an advanced aviation degree training program at the University of Hawaii at Hilo. Tasked with submitting a report to the legislature, the exploratory committee recommended the establishment of three programs and the appropriation of funds by the legislature to hire a program coordinator and a technical support staff member, contracted through the University of Hawaii, who will conduct and draft the necessary planning and studies required for the proposed programs. The proposed professional helicopter pilot program and the proposed professional unmanned aircraft systems pilot program are to be administered through Hawaii community college. The proposed professional airplane pilot program is to be administered by the University of Hawaii at Hilo.
The program coordinator and technical support staff member will work in conjunction with the chancellors of Hawaii community college and the University of Hawaii at Hilo, the exploratory committee, and the Hilo community to complete the necessary studies and planning for the programs' future implementation.
The purpose of this Act is to appropriate funds for the program coordinator and technical support staff member, as recommended by the exploratory committee.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 for a program coordinator and a technical support staff member to complete the necessary planning and studies required for an international flight training center and associated proposed aeronautical training programs at Hawaii community college and the University of Hawaii at Hilo.
The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2030.
