A BILL FOR AN ACT
relating to the commission on water resource management.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that, pursuant to Article XI, section 7, of the Hawaii State Constitution, the "State has an obligation to protect, control and regulate the use of Hawaii's water resources for the benefit of its people." The legislature recognizes that because this essential resource is limited, water in the State must be properly managed and conserved. The legislature therefore believes that it is necessary to ensure that each surface water transmission system in the State is functioning properly and being operated in an efficient and effective manner.
Accordingly, the purpose of this Act is to require the commission on water resource management to conduct an audit of the integrity and operation of each surface water transmission system in the State.
SECTION 2. (a) The commission on water resource management shall conduct an audit accounting for all of the water in each surface water transmission system in the State, except those used by kalo farmers, to determine the integrity of each system and whether each system is being properly operated.
(b) The commission on water resource management
shall submit a report of its findings and recommendations, including any
proposed legislation, to the legislature no later than twenty days prior to the
convening of the regular session of 2024.
SECTION 3. This Act shall take effect upon its approval.
