A BILL FOR AN ACT
RELATING TO CYBERSECURITY WORKFORCE DEVELOPMENT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that there is a growing demand for employees qualified to support federal and private sector requirements in cybersecurity and related disciplines. The U.S. Pacific Command has expressed their expectation of hiring over two thousand employees to support cybersecurity in their area of responsibility, and the National Security Administration expects to hire seven hundred employees in Hawaii alone. The legislature further finds that private sector demand is burgeoning within the following Hawaii industries: financial, health care, insurance, retail, and tourism, and requires our local employers to recruit from out-of-state applicant pools.
The purpose of this Act is to increase the numbers of qualified employees for cybersecurity positions by building upon existing cybersecurity degree pathways and related training programs within the University of Hawaii community college system.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2015-2016 and the sum of $ or so much thereof as may be necessary for fiscal year 2016-2017 for cybersecurity workforce development education and training programs within the University of Hawaii community college system.
The sums appropriated shall be expended by the University of Hawaii community college system for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2525.
