HOUSE CONCURRENT
RESOLUTION
EXPRESSING THE SUPPORT OF, AND REQUESTING THE SEVERAL COUNTIES TO AFFIRM, THE "17 UNITED NATIONS SUSTAINABLE DEVELOPMENT GOALS" AS COMPONENTS OF A FRAMEWORK FOR ADDRESSING AND ASSESSING HAWAII'S EFFORTS TOWARD SOCIAL JUSTICE AND SUSTAINABILITY.
WHEREAS, peaceful, just, and inclusive societies that respect human rights and the rule of law are fundamentally necessary to achieve sustainable development; and
WHEREAS, while the United Nations celebrated its seventieth anniversary in 2015, one hundred ninety-three of its member states adopted the historic "Transforming Our World by 2030: A New Agenda for Global Action", which is an agreement with a comprehensive, creative, and courageously far-reaching set of standards; and
WHEREAS, the United Nations Conference on Sustainable Development, or "Rio+20", gave birth to the idea of sustainable development goals, which promote a transformative human rights-based development agenda that pledges that no one will be left behind; and
WHEREAS, in September 2015, the family of nations agreed unanimously to support the "17 United Nations Sustainable Development Goals" by 2030; and
WHEREAS, the 17 United Nations Sustainable Development Goals address:
(1) Poverty;
(2) Hunger;
(3) Good health and well-being;
(4) Quality education;
(5) Gender equality;
(6) Clean water and sanitation;
(7) Affordable and clean energy;
(8) Decent work and economic growth;
(9) Industry, innovation, and infrastructure;
(10) Reduced inequalities;
(11) Sustainable cities and communities;
(12) Responsible consumption and production;
(13) Climate action;
(14) Life below water;
(15) Life on land;
(16) Peace, justice, and strong institutions; and
(17) Partnerships for the goals; and
WHEREAS, the 17 United Nations Sustainable Development Goals include one hundred sixty-nine targets, which promote a universal agenda and integrated approach that are accepted and applicable in all states of the world as a global compact to promote peace, rights, development, and the protection of our planet; and
WHEREAS, the 17 United Nations Sustainable Development Goals are of an unprecedented scope and significance, with intensive public participation, country consultations, and initiatives over two years; and
WHEREAS, the 17 United Nations Sustainable Development Goals are a plan of action for people, in collaborative partnership, to strengthen prosperity, universal peace, freedom for the human family, and the resources of the planet; and
WHEREAS, the 17 United Nations Sustainable Development Goals offer common and courageous action across a broad public policy agenda in harmony among people and with nature; and
WHEREAS, in this twenty-first century, the 17 United Nations Sustainable Development Goals are part of an agenda for grassroots and global action, and serve as a charter for every county and country of people on the planet; and
WHEREAS, today, the world has transformative social tools and technology to achieve these global goals, and each individual, community association, and state around the globe needs to ensure or generate the political will to use these tools; and
WHEREAS, the commitment to human rights, the future of humanity, the realization of the United Nations' post-2015 development agenda, and our planet rest in our hands and, most importantly, in the hands of today's younger generations, who will pass the torch to future generations to; and
WHEREAS, the accountability architecture of the 17 United Nations Sustainable Development Goals will be based on broad participation and personal commitment; and
WHEREAS, three times before 2030, the United Nations' High Level Political Forum will be the forum in which all states participate in the global review of the 17 United Nations Sustainable Development Goals; and
WHEREAS, Hawaii is already involved in the campaign to end poverty and protect the planet; and
WHEREAS, in December 2015, the United Nations Framework Convention on Climate Change Conference in Paris included the premiere of short video productions, created by Hawaii youth, that address the 17 United Nations Sustainable Development Goals; and
WHEREAS, in Hawaii, college and community dialogues have included discussions of the 17 United Nations Sustainable Development Goals, and these conversations will continue to generate genuine insight into how the goals are being realized in our islands; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the Legislature engages, endorses, accepts, and adopts the 17 United Nations Sustainable Development Goals as components of a framework for addressing and assessing Hawaii's efforts toward social justice and sustainability; and
BE IT FURTHER RESOLVED that the Legislature urges the county councils to endorse and use the 17 United Nations Sustainable Development Goals as measurements for each county’s efforts regarding people, peace, and the planet; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the United States; the Majority Leader of the United States Senate; the Speaker of the United States House of Representatives; the Secretary-General of the United Nations; the Executive Secretary of the United Nations Framework Convention on Climate Change; the United Nations High Commissioner for Human Rights; and the Governor of the State of Hawaii, who is requested to transmit copies to the mayors of the several counties, the chairpersons of the several county councils, the Attorney General, the Chairperson of the Board of Education, the Superintendent of Education, the Director of Health, the Director of Human Services, the Director of Public Safety, the Chairperson of the Board of Regents of the University of Hawaii, and the President of the University of Hawaii.
