HOUSE CONCURRENT

RESOLUTION

 

 

Encouraging the Department of Transportation to Widen Farrington Highway Between Fort Weaver Road and Kapolei Golf Course to Make Way for East Kapolei High School.

 

 

 


     WHEREAS, the Kapolei region is the fastest growing region in the State, with a resident population that is expected to grow from more than 112,000 in 2015 to nearly 170,000 by 2035; and

 

     WHEREAS, to support this growing population and relieve overcrowding in the area's schools, the Legislature in 2014 appropriated $5,000,000 for the Department of Education to plan and design a new East Kapolei High School; and

 

     WHEREAS, East Kapolei High School is designed to relieve overcrowding at other West Oahu schools, including Campbell High School, which currently has an enrollment in excess of three thousand students; and

 

     WHEREAS, the three-mile stretch of Farrington Highway between Fort Weaver Road and Kapolei Golf Course Road is currently only a two-lane road, with one lane of traffic going in each direction; and

 

     WHEREAS, the Oahu Metropolitan Planning Organization (OahuMPO) has included in its mid-range project listing Project No. 205, which proposes to widen Farrington Highway from Golf Course Road to just west of Fort Weaver Road; and

 

     WHEREAS, this portion of Farrington Highway provides access to the sites where the future East Kapolei High School will likely be built; and

 

     WHEREAS, this narrow, two-lane road does not have the capacity to support the traffic associated with a major regional high school with enrollment in the thousands; and

 

     WHEREAS, it is imperative that the transportation infrastructure on Farrington Highway around the future East Kapolei High School be adequately improved prior to the construction of the school itself to prevent unnecessary future traffic congestion; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the Senate concurring, that the City and County of Honolulu is requested to widen Farrington Highway between Fort Weaver Road and Kapolei Golf Course Road to ensure the highway is able to accommodate the traffic volume associated with the future East Kapolei High School; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu, Chairperson of the Honolulu City Council, and Director of the Department of Transportation Services of the City and County of Honolulu.
